The saving throw for a non-psionic creature/character is vs. a psionic power is 15, IIRC.

As for the organization of the RUE, I honestly don't care for it. All of the character creation rules are in the back of the book. When you make a RPG rule book, you want the rules for character creation in the front so that players can jump right into making a character, follow that by the classes followed by the fluff followed combat rules, after that psionic/magic powers/spells (or put rules for psychic combat in front of the psionic powers section and the rules for magic in front of the spells section) followed by equipment. That is my ideal rule book layout.

The RUE goes fluff, classes, psionic powers, rules for magic, spells, a little more fluff about the CS, CS classes only (with the exception of the Dog Boys and Psi-Stalkers), CS gear, other gear, character creation rules, combat rules, psychic combat rules, GM hints and tips. It's like a monkey designed the layout by flinging poo.

I have always seen it as the body physically resisting the magic energies coursing through his body as the spell takes effect. Now I honestly like the saving throws that the D20 system has. Those are more believable.

PE is also a measure of the char's overall heath and resilience, and translates in bonuses vs poisons. toxins, and germs.

If the magic or Psi power creates a physical effect, then there is no save, so dodge.

All the base basic saving throws should be listed in a table on page 36 in the combat terms section.

A Psi-Sword can not be 'saved" against, dodge or parry.

Nope its as disjointed as the new RT books.
There are new dragon types, and some of the classes get a perception bonus. They changed the magic casting times.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.

Does rolling a 1 on a saving throw mean you automatically fail, even if with bonuses you could beat the saving throw target number?

They started formatting the books that way so that the fluff would be upfront to try to bring in new customers who would peruse the books. Which may have been a good change if they were in as many stores as they used to be in the 90s. But anyone picking up a PB book nowadays knew what they were purchasing they're advertising would have been better spent putting ads on facebook or tiktok or x and in comic books.
