TUHMAN
The lesser devil named Tuhman is among the many unusual demons of Dyval compare to the rest. He possessed super abilities that gave him the
ability to generate illusions and a deadly fire blast. At some point he became the personal servant of the Greater Deevil (Reagent) Dying Ash or as he’s known on the Earth of Heroes Unlimited Dimension Doctor Wilhelm Vilde. Tuhman worked alongside him during WW 2 and was a foe of Team
American Eagle. Having on numerous occasions failed to dispose of those champions, Tuhman was exiled to Tundra (Fourth Layer of Dyval) and forced
to work for Regent Arc’cus as a guard for Glacier Bridge. He hated working in the cold. He was also looked down upon and never given a proper meal
to eat. He often had to go hunting in the wilderness to find fresh meat. When would-be usurper, Lord Mephisto took over the realm, Tuhman was one
of the many guards accused of helping Lady Rhada commit treason. Tuhman however was innocent of the charge. Not wanting to be imprisoned in
Mephisto’s dungeons, Tuhman escaped to Heroes Unlimited Earth to hide out in the shadows. Unfortunately, he was captured by Gottfrid Savant who
used him as a food source to stave off his hunger for life-force/energy. The deevil found himself strapped to the wall and used as a pantry by the
cursed wizard. For weeks the deevil used any opportunity to humiliate the mage to find some way to break his confidence. His big opportunity came
when Gottfred started falling in love with a human who was essential to his plans to free his father. Instead of doing what he needed to do, he was delaying his actions. When he seemed most vulnerable Tuhman began to laugh at him, calling him weak and pathetic, a disappointment to his father. This indeed made Gottfrid behave irrationally and he went off to complete his mission. It failed and Gottfred was force to leave the United States.
With evil wizard no longer draining him of his life force, Tuhman recovered enough to escape his confines.
Days later he learned the Minion War was taking place here in Heroes Unlimited Earth and his former master was behind the invasion. Tuhman
joined the Society of Mystic Font in order to hide himself among mortals and gain intelligence. For a while he maneuvered his way in the magic guild
earning a place among its guild council. Then the moment he always feared happened, Gottfrid Savant returned only now he was even more corpse
like and truly insane. He destroyed the Guild Chapter House sparing only Tuhman and operatives Mantis and Brainspawn. Tuhman had no chance
against Gottfrid because he knew his true name. The lesser deevil once again finds himself the pawn of another master, often sent on missions to do
his bidding or engage in super hero types. Tuhman hates his lot in life, that he must always be a servant and never a leader. He doesn’t care for his
two aids and is always looking for some way out of his predicament. Perhaps if he can get some hero types to deal with Tombspell he might finally
free himself. He has zero desire to involve himself with the Minion War. Should he learn about Doctor Wilhelm Vilde master plan, he would do
everything in his power to sabotage it, just to get even with the Doctor, perhaps he might even warn Tombspell and see if he could get to birds killed
with one stone.

Nope. Justice Machine as it stands right now is off limits as Palladium doesn't have the right to it anymore, but I could do the Mechanoid that
appears at the end. I so want Palladium to get those right back so Justice Machine can come back home to where it belongs and will be
appreciated. So much great stuff in that book.

MALVADOR
The Nation of the Usurper
Malvador is a small, prosperous, country in Central America. It has a relative small population that is proportional to its small size. The country
is bordered by Spaniguala to the north and northwest, the small island nation of Estara and the Caribbean Sea to the east and northeast, and both
Nicaragua and Honduras to the west and southwest.
History: In Pre-Columbian times (the time before Christopher Columbus), several tribes of indigenous people (Native Americans) came to what is now
Central America having originally migrated from Colombia. Then the Spanish arrived in early part of the 16th century and within three decades, half
of the indigenous people died from the rapid spread of new diseases. Those not killed off by disease were soon enslaved to develop and maintain
“conquistador estates”. Others were put to work in mines in the north or sent as slaves to other Spanish colonies in the New World. Amazingly some
of the indigenous people of the Caribbean coast managed to escape and fled to a remote area. For reasons unknown, the Spanish forces were unable
to recapture these people. Every time they tried ventured into the region, hundreds would die of a pox disease that only affected the Spanish and
not the indigenous people. Eventually the Spanish gave up claiming this part of the land was cursed by the devil, which is how the country got its
name.
From the late 16th to 19th century, Malvador was a part of the Mexican Empire and then gained its independence as a part of the United
Provinces of Central America in 1821 and became an independent republic in its own right in 1838. Throughout the 1800s, Malvador experienced a
wave of immigration, primarily from Europe. In particular, families from Germany, Italy, Spain, France and Belgium generally moved to Malvador to
set up agricultural businesses such as coffee and sugar cane plantations, newspapers, hotels and banks. Unfortunately, the country through the 19th
and 20th century was plagued by political turmoil and military dictatorial rule. Fortunately, most of the military leaders allowed for mild social
reforms and promoted the country’s economic growth, yet they continually made Malvador a destabilizing influence in the region and they regulated
foreign access to the country’s natural resources. Following the death of General Quinto Gómez in 1935 (with a little help from the United States), a
pro-democracy movement ended the military direct involvement in national politics. Until twelve years ago, Malvador held a series of democratic
elections. It is also during this time, the country experienced economic growth, largely from industrialization and foreign investments from U.S.
companies. Soon the country became one of Central America’s most developed nations due to its stable and high growth economy.
Twelve years ago, the country’s capital city of Langua was hit by a large meteor which effectively destroyed the entire city. Over 17,300
buildings and houses were destroyed, an additional 47,000 damaged, some 90,000 people killed, and 40,000 injured, with a total loss estimated at
$7.8 billion USD. The President of Malvador, Andrés Hueck, begged for foreign aid and U.S. industries to come rebuild the city and restore the
crippled economy of his nation. Although many new buildings were built, corruption was rampant and it prevented further growth. The ever-
increasing tensions and anti-government uprisings slowed growth for the next five years. Eventually the standard of living fell dramatically. A number
of failed economic policies and increasing level of corruption in the government and society at large led to a rise in poverty, crime and worsening
social indicators and increasing political instability. Cornelio Chamorro, the government’s attorney general, overthrew the democratically elected
President Hueck as the people grew angry at the President’s mishandling of relief and refusal to rebuild Langua. With so many economic problems
occurring, many middle and upper class Malvadorians saw Chamorro as the only hope for removing those in government who’d failed them over the
last five years. Yet Chamorro was a reckless man with no vision on how to restore the country. His ambition for power did nothing to bring the
country out of its ruined state with a three hundred million dollar debt to the United States, some 33,000 individuals still homeless, and a
devastated economic infrastructure. Neither he nor his allies were up to the task of establishing a new government.
Harrison Danilek arrive in Malvador six years ago promising Chamorro a means to restore the country’s economy. First, he proposed the
construction of a massive manufacturing plant to put people to work in the ruin city of Langua. This plant would ultimately manufacture military
weapons, some of which were concepts he stole from his days as an employee at the Cyberworks Network and the KLS Corporation. These military
weapons were sold on the open market but secretly shipped to rogue nations, super criminals, terrorist organizations, and global organized crime at
black-market prices. Danilek also believed the country should move from an agrarian economy to one of industry. He urged the ending of the
expanding commerce in maquila, fisheries, and tourism, and for the country to concentrate more on mining, timber, and the selling of excess
hydroelectric power to neighboring countries. To bring about these changes, Danilek ordered the rebuilding of numerous industrial plants. Soon the
economy of Malvador began to improve as people began working and a new sense of pride was felt by all. Chamorro appointed Danilek the head of
military development and provided him full access to the economic resources of the entire country. Danilek was not concerned with improving the
country. He wanted these changes brought about for his own selfish reasons. His purpose in coming to Malvador was to mine the Langua impact

most of this money goes to building his secret robot army, training and developing his army of super beings, and expanding the country’s economic
and political power. The weapons plant in Langua continues to be a major source of economic gain. Only a select few people within the Malvadorian
government besides Emperor Danilek and his super powered officers are aware of the intense concentration of iridium in and surrounding the impact

Nonetheless, the exporting of hydroelectric power to both Nicaragua and Honduras has made both nations rather friendly with Malvador and
supportive of Danilek. Some believe he holds a strong sway over many political leaders in Honduras, and that he might be funding guerrilla activities
in the country. The small island nation of Estara just off the coast of Spaniguala is considering an official merger with Malvador. This of course is not
to the liking of the Spaniguala government. They have continually resisted Danilek’s subtle advances wanting nothing to do with him or his terrorist
lackey. Danilek regards their rejection of him as an insult and he plans to test his robotic army on the nation.
Even before Empeor Danilek came to power, there were border tensions between Malvador and Spaniguala. A former president of Spaniguala
two decades ago blamed his countries deteriorating economy on the large number of Malvadorian immigrants. From that point on, the relationship
between the two countries grew bitter and tensions escalated as the nations argued over boundary lines and the presence of thousands of
Malvdaorian living in Spaniguala illegally. Finally, when all forms of diplomacy had failed, Malvadorian ground forces launched a surprise attack. The
war lasted for about a week with Spaniguala’s capital city of Lomoto suffering millions of dollars in damages. The United States negotiated a cease-
fire and brought about a withdrawal of all Malvadorian troops. Many of the illegal Malvadoran families and workers were expelled. The Spaniguala
government had agreed on a truce to settle the boundary issue, but the country later paid war damage costs for expelled refugees.
Military: Malvador’s military consist of national armed forces including roughly 27,500 personnel spread through four service branches: the
Ground Forces, the Navy (includes a Marine Corps), Air Force, and the National Guard. Since Emperor Danilek’s rise to power, an additional 11,000
soldiers were incorporated into a new branch, known as the Armed Reserve; these troops bear more of a resemblance to a militia than the older
branches. Emperor Danilek is the commander-in-chief of the national armed forces. Supporting his authority are a dozen super powered military

The Malvadorian government has embarked on a massive modernization and purchasing campaign to greatly expand its military’s defensive and
offensive capabilities, including negotiations for German submarines and transport aircraft, several agreements with Russia for armored light
vehicles, rocket launchers, and main battle tanks. The government is also seeking transport aircraft and naval vessels from Spain and radars from
China. A number of acquisitions and other projects have been greeted with criticism from the United States, which opposes Danilek’s government.
The US accuses Malvador of terrorist activities that are an attempt to destabilize the military, political and economic equilibrium in Central America.
Malvador is also accused of supplying small arms to numerous guerrilla organizations throughout the region. Nonetheless, the harboring of the super
villain The Usurper is what truly fuels the discord the U.S. has with Malvador and why it’s declared a rogue nation. Recently the U.S. government
announced an embargo of military material and equipments to Malvador; no US made weapons or technology can be sold to Malvador by any country
or company. This embargo has harmed several of Malvador purchase agreements, not only are US technology goods unavailable, but other nations
friendly to the US have chosen or been pressured to block sales of arms to Malvador, as well. This is why Malvador has turned to Russia and China for
arms, and why Danilek targets the US and its allies for a majority of his international terrorist activities. He secretly funds any terrorist or super
villain with goals or ambitions to cause major havoc within the United States, especially if they involve sabotage, assassination of celebrities/heads
of state, or mass destruction with lots of casualties. No one, not even the ultra-secret spy agency The Sector is aware of Danielk’s growing robot
army or that he possesses the means to create a small military force composed entirely of super beings. Furthermore, with Kosloff serving as a
military advisor, the possibility of Malvador developing a means to replicate the Russian super solider process that created the Red Iron Guard is ever
growing.
Population: The majority of the Malvador population is Mestizo (mixed Native Americans and Caucasian ancestry-69%) and Caucasian (17%).
The Caucasians are made of Spanish, German, Italian, or French ancestry. Mestizos and Caucasian mainly reside in the eastern region of the country
and combined make up 86% of the Malvador population. Around sixty-five percent of the population lives in small towns and villages found
throughout the nation with populations of less than a hundred to several thousands. Spanish is spoken by about 90% of the country’s population.
Around the city of Puerto Salazar, English is widely spoken along with the official Spanish and the population more closely resembles that found in
many typical Caribbean ports than the rest of Malvador (as in Jamaica, Belize, and the Cayman Islands). In the Caribbean coast many afro-
Malvadorian and Creoles speak English and Creole English as their first language. Also in the Caribbean coast, many indigenous people speak their
native languages.
Culture: Malvador’s heritage, art, and culture have been heavily influenced by its Latin American context. These elements extend to its
historic buildings, architecture, art, landscape, boundaries, and monuments. The culture has been shaped by indigenous people, Spanish and
European influences. Though deeply influenced by European culture, Malvador has strong folklore, music and religious traditions enriched by Native
American sounds and flavors.
Religion: Malvador has no official religion. The largest denomination, and traditionally the religion of the majority, is Roman Catholic.
However, practicing Roman Catholics have been declining, while evangelical Protestants is increasing.
Education: Education is free for all Malvadorians. Elementary education is free and compulsory; however, many children in rural areas are
unable to attend due to lack of schools and other reasons. Communities located on the Caribbean coast have access to education in their native
languages.
Sports: Baseball, boxing, and soccer are the biggest sports in the country. Perhaps the strangest irony of them all, Emperor Danielk is most
adamant about drug testing on the athletes. He has also forbidden super beings from participating in any kind of professional sports.
The City of Langua and MIND
Langua use to be the capital city of Malvador and its largest city. It was the economic, political, and industrial center for the entire country. At one
time, the city boasted a population of 135,000. It witnessed the rise and fall of political powers through Malvador’s history. It was chosen as the
capital in 1855. Between 1857 and 1935 Langua underwent extensive urbanization; becoming a base of government, infrastructure, and services.
After the death of General Quinto Gómez, industrialization began to slow down for a bit. After WW II, the city began to revitalize. New government
buildings were erected and modern industry developed (most of it coming from the United States). By the 1970s, Langua was considered one of the
safest capital cities in Central America. This came about because of the huge influx of economic growth and employment opportunity for anyone.
That change on Christmas Day, twelve years ago, when a large iridium meteor landed in middle of the city, creating a crater 1,800 feet (548 m) in
diameter and 210 feet (64 m) deep. Ninety-five percent of the city and 13 miles of the surrounding area was destroyed. The meteorite itself was
mostly vaporized, however relatively large chunks of iridium fragments from gravel size to blocks weight up to 700 lbs (315 kg), have been recovered
from the debris field surrounding the crater.
When Harrison Danielk arrived in Malvador, he advised they put the country’s population to work by getting involved in an industry that will
always be around, weapons manufacturing. A year later, the Malvador Industrial Network (MINE) was up and running. MINE manufactures and sells a
variety of land-based weapons throughout the world, particularly in Third World countries. Even though it looks like a military complex, MINE is also
involved in heavy engineering. It manufactures boilers, cranes, road construction machinery, and brick making machinery. Conversely, what
separates MINE from others in the arms industry is their cost effective manufacturing of handguns, assault rifles, and machineguns, including in-
house manufacturing of a wide range of components that enable them to rebuild, upgrade, and modernize any firearm of Eastern and Western
origin. Presently MINE employs about 6500 people, making it one of the biggest sources of employment for the whole country. These people and their
families now make up the present day population of Langua (13,110 approx) which is slowly trying to rebuild and recover.
There is also a darker, more sinister side to MINE. One of its major contractors is Fabricators Inc, a criminal organization which services the
underworld. In addition to conventional weapons, MINE sells Fabricators some of its lower end technology software and high tech weapons, most of
which was pirated and modified from Danielk days at the Cyberworks Network and KLS Corporation. Fabricators in return built Daniek’s underground
base which lies beneath MINE, where the hidden automated part of facility is hard at work building and storing his growing army of robots. There is
also another part of MINE operation that’s a closely guard secret, the mining of the iridium left over from the meteor impact. This is another
automated section of the plant. Less than a handful of people are aware of it, and most of them are Usurper’s super powered officers working within
the Malvadorian military. The Usurper is the only client to be given Fabricators special SMU (Satellite Masking Units) to conceal the mining operation
as it takes place in and around the meteor crater.
The Usurper’s hidden base is one of the largest construction projects ever built by Fabricators Inc. He paid around $8.2 billion dollars for its
installation, most of which he financed with his high paying criminal activity and the exclusive arms contract Fabricators has with MINE weaponry.
Among its many features: A subterranean hangar building, a hidden nuclear reactor and independent support system, an extensive medical facility (a
fully equipped operating theatre and a large recovery room that can hold twenty-five beds for patients), an Olympic size swimming pool, various
laboratory facilities, private living quarters for the Usurper and Emperor Danilek (even though they are the same person), additional private living
quarters for up to 30 guests, a large computer room (equal to excellent connections), kitchen facilities, auxiliary generator, advance support
equipment, and six high speed transport tunnels using magnetic rail cars. The entire complex is guarded by a complex identification system and
dozens of conventional/energy defense and weapon systems, including twenty FSR-200 Sentry Robots and ten Vanquisher Combat Bots

feuding families and political factions of the two cities. Finally, a compromise was settled in 1855, Langua would become the capital, but Puerto

country. With the bulk of the economic and politics taking place in Langua, Puerto Salazar managed to stay relatively free of corruption, even during
Malvador’s most troubled times in the 19th and 20th century. When the pro-democracy movement began, the economy of the city began to rise.

of its investments into re-establishing the city’s infrastructure and public utilities. The city government began directing funds toward restoration of
its historic structures. The huge influx of worldwide aid brought a huge influx of tourists to the city, some of which sought colonial homes to
purchase. This brought a growing number of Europeans and Americans to the city that began influencing the city’s culture and commerce, making it
into an international tourist destination.
Then Usurper began to make trouble for the United States and its allies. This caused a slight decline in the tourism (namely from the US) but
not so much from Eastern Europe, the Middle East, or the South Pacific. Although some long for the rich Americans to come back, it has allowed
some hotels and restaurants to cater specifically toward their guest. Some hotels will give amazing discounts. Likewise, the criminal underworld has
been able to setup quite nicely here without fear or concern from the local authorities, however Emperor Danilek will not allow organized crime to
turn the city into a criminal haven. Any attempts to do so or if someone starts making trouble, the Usurper and his super powered operatives will
handle it personally! However, as long as one keeps a relative low profile, it’s quite easy to make a lucrative living. In fact well known super villains
and criminal masterminds are known to seek asylum here. Malvador has no extradition treaty with the United States, nor are secret agents
conducting spying operations tolerated. Danilek takes great pride in imprisoning them for a lengthy spell, and they are the lucky ones. It is also quite
possible for super heroes to run into his or her arch-enemy relaxing on the beach and soaking up the tropical sun. Puerto Salazar is filled with illicit
nightclubs that run illegal gambling, drug distribution, prostitution, and many other unsavory crimes, including the Mutant Slave Trade.
Though Puerto Salazar has become quite dependent on tourism, the land around it produces organic coffee, cocoa, cattle, and bananas. Its
ports continually see commerce entering and exiting the country including the exporting of timber, gold, and silver.
The City of Rama
If Langua is Malvador’s place of industry and Puerto Salazar is its cultural zone, then Rama is its intellectual center. The city is home to a number of
historic Spanish churches and colonial homes (though not as old as in Puerto Salazar). The city has an estimated population of 155,000, which sharply
increases during university season. The city is located 18 miles (28.8 km) west of the Caribbean Sea and 95 miles (152 km) south of Puerto Salazar.
The Rama University was founded in 1813 and since then the city has remained a place where intellectuals go to educate themselves or those
coming out of poverty to seek their fortune with an education. Like Puerto Salazar, it has remained untouched by Langua’s corruption, but suffered
dramatically when the city was destroyed.
Before Langua’s destruction, Rama was a less important industrial, agricultural, and commercial center for Malvador. Like Puerto Salazar, it
took up some of the economic burden, yet it did not receive the huge influx of people as Puerto Salazar did. It population remained relatively the
same, only recent increases within the last three-four years, which allowed the city time to adjust. Besides being a place of learning, there are
dozens of farms around the city where one can find sugar cane, cattle, peanuts, bananas, and grain.
The only significance in Rama since Emperor Danilek came to power is his decision to live here until his new palace can be built in Langua. He
lives in a large Spanish colonial mansion. The mansion is guarded by 200 experienced soldiers (all are equal to typical U.S S.C.R.E.T. agents) and
belong to the Malvador Armed Reserve (these men are different from the normal soldiers who serve in the unit). They are a fully equipped heavy
armed battalion ready to protect and if necessary die for him. If need be they can hold off an armed enemy invasion. Hidden within the mansion is a
Fabricator Teleporter which is used not only by the company’s liaison who regularly meets with him but by Danilek himself. The device will only
recognize his DNA and transport him to his hidden base beneath MINE and vice versa. Before Danilek can use the device though, he sends an
encrypted signal which is picked up by the H.D. Android, the only other thing capable of using the teleporter. This is how Danilek and the Usurper
can be at two different places at the same time. The android is programmed to mimic him in every way, other than his super abilities. So far no one,
not even his super power officers or General Red or Howard Chase are aware of its existence, and Danilek wants to keep it that way.
The Nation of the Usurper
Malvador is a small, prosperous, country in Central America. It has a relative small population that is proportional to its small size. The country
is bordered by Spaniguala to the north and northwest, the small island nation of Estara and the Caribbean Sea to the east and northeast, and both
Nicaragua and Honduras to the west and southwest.
History: In Pre-Columbian times (the time before Christopher Columbus), several tribes of indigenous people (Native Americans) came to what is now
Central America having originally migrated from Colombia. Then the Spanish arrived in early part of the 16th century and within three decades, half
of the indigenous people died from the rapid spread of new diseases. Those not killed off by disease were soon enslaved to develop and maintain
“conquistador estates”. Others were put to work in mines in the north or sent as slaves to other Spanish colonies in the New World. Amazingly some
of the indigenous people of the Caribbean coast managed to escape and fled to a remote area. For reasons unknown, the Spanish forces were unable
to recapture these people. Every time they tried ventured into the region, hundreds would die of a pox disease that only affected the Spanish and
not the indigenous people. Eventually the Spanish gave up claiming this part of the land was cursed by the devil, which is how the country got its
name.
From the late 16th to 19th century, Malvador was a part of the Mexican Empire and then gained its independence as a part of the United
Provinces of Central America in 1821 and became an independent republic in its own right in 1838. Throughout the 1800s, Malvador experienced a
wave of immigration, primarily from Europe. In particular, families from Germany, Italy, Spain, France and Belgium generally moved to Malvador to

President Hueck as the people grew angry at the President’s mishandling of relief and refusal to rebuild Langua. With so many economic problems
occurring, many middle and upper class Malvadorians saw Chamorro as the only hope for removing those in government who’d failed them over the
last five years. Yet Chamorro was a reckless man with no vision on how to restore the country. His ambition for power did nothing to bring the
country out of its ruined state with a three hundred million dollar debt to the United States, some 33,000 individuals still homeless, and a
devastated economic infrastructure. Neither he nor his allies were up to the task of establishing a new government.

even during the times of its numerous military dictatorships. Relations increased dramatically after the destruction of the Langua, but ended the
moment Emperor Danilek seized power. Though it continues to maintain trade relations with its neighbors, the world in general regards Malvador as
a rogue nation incapable of protecting human rights and freedoms, and a terrorist state for protecting an international terrorist like Usurper.
Nonetheless, the exporting of hydroelectric power to both Nicaragua and Honduras has made both nations rather friendly with Malvador and
supportive of Danilek. Some believe he holds a strong sway over many political leaders in Honduras, and that he might be funding guerrilla activities
in the country. The small island nation of Estara just off the coast of Spaniguala is considering an official merger with Malvador. This of course is not
to the liking of the Spaniguala government. They have continually resisted Danilek’s subtle advances wanting nothing to do with him or his terrorist
lackey. Danilek regards their rejection of him as an insult and he plans to test his robotic army on the nation.
Even before Empeor Danilek came to power, there were border tensions between Malvador and Spaniguala. A former president of Spaniguala
two decades ago blamed his countries deteriorating economy on the large number of Malvadorian immigrants. From that point on, the relationship
between the two countries grew bitter and tensions escalated as the nations argued over boundary lines and the presence of thousands of
Malvdaorian living in Spaniguala illegally. Finally, when all forms of diplomacy had failed, Malvadorian ground forces launched a surprise attack. The
war lasted for about a week with Spaniguala’s capital city of Lomoto suffering millions of dollars in damages. The United States negotiated a cease-
fire and brought about a withdrawal of all Malvadorian troops. Many of the illegal Malvadoran families and workers were expelled. The Spaniguala
government had agreed on a truce to settle the boundary issue, but the country later paid war damage costs for expelled refugees.
Military: Malvador’s military consist of national armed forces including roughly 27,500 personnel spread through four service branches: the
Ground Forces, the Navy (includes a Marine Corps), Air Force, and the National Guard. Since Emperor Danilek’s rise to power, an additional 11,000
soldiers were incorporated into a new branch, known as the Armed Reserve; these troops bear more of a resemblance to a militia than the older
branches. Emperor Danilek is the commander-in-chief of the national armed forces. Supporting his authority are a dozen super powered military
officers and the former Russian RIG (Red Iron Guard) Ivan Kosloff who holds the rank of a Malvadorian General.
The Malvadorian government has embarked on a massive modernization and purchasing campaign to greatly expand its military’s defensive and
offensive capabilities, including negotiations for German submarines and transport aircraft, several agreements with Russia for armored light
vehicles, rocket launchers, and main battle tanks. The government is also seeking transport aircraft and naval vessels from Spain and radars from
China. A number of acquisitions and other projects have been greeted with criticism from the United States, which opposes Danilek’s government.
The US accuses Malvador of terrorist activities that are an attempt to destabilize the military, political and economic equilibrium in Central America.
Malvador is also accused of supplying small arms to numerous guerrilla organizations throughout the region. Nonetheless, the harboring of the super
villain The Usurper is what truly fuels the discord the U.S. has with Malvador and why it’s declared a rogue nation. Recently the U.S. government
announced an embargo of military material and equipments to Malvador; no US made weapons or technology can be sold to Malvador by any country
or company. This embargo has harmed several of Malvador purchase agreements, not only are US technology goods unavailable, but other nations
friendly to the US have chosen or been pressured to block sales of arms to Malvador, as well. This is why Malvador has turned to Russia and China for
arms, and why Danilek targets the US and its allies for a majority of his international terrorist activities. He secretly funds any terrorist or super
villain with goals or ambitions to cause major havoc within the United States, especially if they involve sabotage, assassination of celebrities/heads
of state, or mass destruction with lots of casualties. No one, not even the ultra-secret spy agency The Sector is aware of Danielk’s growing robot
army or that he possesses the means to create a small military force composed entirely of super beings. Furthermore, with Kosloff serving as a
military advisor, the possibility of Malvador developing a means to replicate the Russian super solider process that created the Red Iron Guard is ever
growing.
Population: The majority of the Malvador population is Mestizo (mixed Native Americans and Caucasian ancestry-69%) and Caucasian (17%).
The Caucasians are made of Spanish, German, Italian, or French ancestry. Mestizos and Caucasian mainly reside in the eastern region of the country
and combined make up 86% of the Malvador population. Around sixty-five percent of the population lives in small towns and villages found
throughout the nation with populations of less than a hundred to several thousands. Spanish is spoken by about 90% of the country’s population.
Around the city of Puerto Salazar, English is widely spoken along with the official Spanish and the population more closely resembles that found in
many typical Caribbean ports than the rest of Malvador (as in Jamaica, Belize, and the Cayman Islands). In the Caribbean coast many afro-
Malvadorian and Creoles speak English and Creole English as their first language. Also in the Caribbean coast, many indigenous people speak their
native languages.
Culture: Malvador’s heritage, art, and culture have been heavily influenced by its Latin American context. These elements extend to its
historic buildings, architecture, art, landscape, boundaries, and monuments. The culture has been shaped by indigenous people, Spanish and
European influences. Though deeply influenced by European culture, Malvador has strong folklore, music and religious traditions enriched by Native
American sounds and flavors.
Religion: Malvador has no official religion. The largest denomination, and traditionally the religion of the majority, is Roman Catholic.
However, practicing Roman Catholics have been declining, while evangelical Protestants is increasing.
Education: Education is free for all Malvadorians. Elementary education is free and compulsory; however, many children in rural areas are
unable to attend due to lack of schools and other reasons. Communities located on the Caribbean coast have access to education in their native
languages.
Sports: Baseball, boxing, and soccer are the biggest sports in the country. Perhaps the strangest irony of them all, Emperor Danielk is most
adamant about drug testing on the athletes. He has also forbidden super beings from participating in any kind of professional sports.
The City of Langua and MIND
Langua use to be the capital city of Malvador and its largest city. It was the economic, political, and industrial center for the entire country. At one
time, the city boasted a population of 135,000. It witnessed the rise and fall of political powers through Malvador’s history. It was chosen as the
capital in 1855. Between 1857 and 1935 Langua underwent extensive urbanization; becoming a base of government, infrastructure, and services.
After the death of General Quinto Gómez, industrialization began to slow down for a bit. After WW II, the city began to revitalize. New government
buildings were erected and modern industry developed (most of it coming from the United States). By the 1970s, Langua was considered one of the
safest capital cities in Central America. This came about because of the huge influx of economic growth and employment opportunity for anyone.
That change on Christmas Day, twelve years ago, when a large iridium meteor landed in middle of the city, creating a crater 1,800 feet (548 m) in
diameter and 210 feet (64 m) deep. Ninety-five percent of the city and 13 miles of the surrounding area was destroyed. The meteorite itself was
mostly vaporized, however relatively large chunks of iridium fragments from gravel size to blocks weight up to 700 lbs (315 kg), have been recovered
from the debris field surrounding the crater.
When Harrison Danielk arrived in Malvador, he advised they put the country’s population to work by getting involved in an industry that will
always be around, weapons manufacturing. A year later, the Malvador Industrial Network (MINE) was up and running. MINE manufactures and sells a
variety of land-based weapons throughout the world, particularly in Third World countries. Even though it looks like a military complex, MINE is also
involved in heavy engineering. It manufactures boilers, cranes, road construction machinery, and brick making machinery. Conversely, what
separates MINE from others in the arms industry is their cost effective manufacturing of handguns, assault rifles, and machineguns, including in-
house manufacturing of a wide range of components that enable them to rebuild, upgrade, and modernize any firearm of Eastern and Western
origin. Presently MINE employs about 6500 people, making it one of the biggest sources of employment for the whole country. These people and their
families now make up the present day population of Langua (13,110 approx) which is slowly trying to rebuild and recover.
There is also a darker, more sinister side to MINE. One of its major contractors is Fabricators Inc, a criminal organization which services the
underworld. In addition to conventional weapons, MINE sells Fabricators some of its lower end technology software and high tech weapons, most of
which was pirated and modified from Danielk days at the Cyberworks Network and KLS Corporation. Fabricators in return built Daniek’s underground
base which lies beneath MINE, where the hidden automated part of facility is hard at work building and storing his growing army of robots. There is
also another part of MINE operation that’s a closely guard secret, the mining of the iridium left over from the meteor impact. This is another
automated section of the plant. Less than a handful of people are aware of it, and most of them are Usurper’s super powered officers working within
the Malvadorian military. The Usurper is the only client to be given Fabricators special SMU (Satellite Masking Units) to conceal the mining operation
as it takes place in and around the meteor crater.
The Usurper’s hidden base is one of the largest construction projects ever built by Fabricators Inc. He paid around $8.2 billion dollars for its
installation, most of which he financed with his high paying criminal activity and the exclusive arms contract Fabricators has with MINE weaponry.
Among its many features: A subterranean hangar building, a hidden nuclear reactor and independent support system, an extensive medical facility (a
fully equipped operating theatre and a large recovery room that can hold twenty-five beds for patients), an Olympic size swimming pool, various
laboratory facilities, private living quarters for the Usurper and Emperor Danilek (even though they are the same person), additional private living
quarters for up to 30 guests, a large computer room (equal to excellent connections), kitchen facilities, auxiliary generator, advance support
equipment, and six high speed transport tunnels using magnetic rail cars. The entire complex is guarded by a complex identification system and
dozens of conventional/energy defense and weapon systems, including twenty FSR-200 Sentry Robots and ten Vanquisher Combat Bots
The City of Puerto Salazar
Even before the destruction of Langua, Puerto Salazar was one of Malvador’s most important cities economically. It is located at the mouth of the
Coco River where it meets the Caribbean Sea. It has a present day population of around 148,900. Up until the mid 19th century, the city was the
victim of numerous pirate invasions. In fact, several boats are sunk just off shore and are popular spots for divers and treasure seekers (although
they’ve been plundered long ago). When Malvador gained its independence from the Mexican Empire in 1821, there was much infighting over which
city should become the capital. Some wanted Langua while others wanted Puerto Salazar. For many years, the fighting turned violent between
feuding families and political factions of the two cities. Finally, a compromise was settled in 1855, Langua would become the capital, but Puerto
Salazar would be cultural and commercial center. Because of this decision, the city preserved some of the finest colonial-era architecture in the
country. With the bulk of the economic and politics taking place in Langua, Puerto Salazar managed to stay relatively free of corruption, even during
Malvador’s most troubled times in the 19th and 20th century. When the pro-democracy movement began, the economy of the city began to rise.
Until twelve years ago, the city managed to avoid the pitfalls and neglect that seem to be taking hold of Langua.
Those who survived the destruction of Langua turned to Puerto Salazar looking for food, shelter, and employment. The city’s population
doubled in size within two months. Its narrow streets laid out long before the advent of motorized vehicles caused massive gridlock traffic jams.
They were increasingly long lines for just about everything and not enough supplies to go around. Without the industries of Langua and an effectual
government, Malvador suffered economic collapse. With most of the city’s finances being used to support the entire country, Puerto Salazar’s
buildings and infrastructure began to deteriorate. When a Category 2 hurricane hit the city the following August, it took weeks to get the roads
repaired and public utilities up and running. When Harrison Danilek arrived, he ordered the bulk of the country’s industry to go back to Langua,
namely with the construction of MINE. With the country’s major workload being allocated out of Puerto Salazar, the city was able to re-direct most
of its investments into re-establishing the city’s infrastructure and public utilities. The city government began directing funds toward restoration of
its historic structures. The huge influx of worldwide aid brought a huge influx of tourists to the city, some of which sought colonial homes to
purchase. This brought a growing number of Europeans and Americans to the city that began influencing the city’s culture and commerce, making it
into an international tourist destination.
Then Usurper began to make trouble for the United States and its allies. This caused a slight decline in the tourism (namely from the US) but
not so much from Eastern Europe, the Middle East, or the South Pacific. Although some long for the rich Americans to come back, it has allowed
some hotels and restaurants to cater specifically toward their guest. Some hotels will give amazing discounts. Likewise, the criminal underworld has
been able to setup quite nicely here without fear or concern from the local authorities, however Emperor Danilek will not allow organized crime to
turn the city into a criminal haven. Any attempts to do so or if someone starts making trouble, the Usurper and his super powered operatives will
handle it personally! However, as long as one keeps a relative low profile, it’s quite easy to make a lucrative living. In fact well known super villains
and criminal masterminds are known to seek asylum here. Malvador has no extradition treaty with the United States, nor are secret agents
conducting spying operations tolerated. Danilek takes great pride in imprisoning them for a lengthy spell, and they are the lucky ones. It is also quite
possible for super heroes to run into his or her arch-enemy relaxing on the beach and soaking up the tropical sun. Puerto Salazar is filled with illicit
nightclubs that run illegal gambling, drug distribution, prostitution, and many other unsavory crimes, including the Mutant Slave Trade.
Though Puerto Salazar has become quite dependent on tourism, the land around it produces organic coffee, cocoa, cattle, and bananas. Its
ports continually see commerce entering and exiting the country including the exporting of timber, gold, and silver.
The City of Rama
If Langua is Malvador’s place of industry and Puerto Salazar is its cultural zone, then Rama is its intellectual center. The city is home to a number of
historic Spanish churches and colonial homes (though not as old as in Puerto Salazar). The city has an estimated population of 155,000, which sharply
increases during university season. The city is located 18 miles (28.8 km) west of the Caribbean Sea and 95 miles (152 km) south of Puerto Salazar.
The Rama University was founded in 1813 and since then the city has remained a place where intellectuals go to educate themselves or those
coming out of poverty to seek their fortune with an education. Like Puerto Salazar, it has remained untouched by Langua’s corruption, but suffered
dramatically when the city was destroyed.
Before Langua’s destruction, Rama was a less important industrial, agricultural, and commercial center for Malvador. Like Puerto Salazar, it
took up some of the economic burden, yet it did not receive the huge influx of people as Puerto Salazar did. It population remained relatively the
same, only recent increases within the last three-four years, which allowed the city time to adjust. Besides being a place of learning, there are
dozens of farms around the city where one can find sugar cane, cattle, peanuts, bananas, and grain.
The only significance in Rama since Emperor Danilek came to power is his decision to live here until his new palace can be built in Langua. He
lives in a large Spanish colonial mansion. The mansion is guarded by 200 experienced soldiers (all are equal to typical U.S S.C.R.E.T. agents) and
belong to the Malvador Armed Reserve (these men are different from the normal soldiers who serve in the unit). They are a fully equipped heavy
armed battalion ready to protect and if necessary die for him. If need be they can hold off an armed enemy invasion. Hidden within the mansion is a
Fabricator Teleporter which is used not only by the company’s liaison who regularly meets with him but by Danilek himself. The device will only
recognize his DNA and transport him to his hidden base beneath MINE and vice versa. Before Danilek can use the device though, he sends an
encrypted signal which is picked up by the H.D. Android, the only other thing capable of using the teleporter. This is how Danilek and the Usurper
can be at two different places at the same time. The android is programmed to mimic him in every way, other than his super abilities. So far no one,
not even his super power officers or General Red or Howard Chase are aware of its existence, and Danilek wants to keep it that way.

raging fire into a harmless display of dancing light. For this to work, the energy needs to make contact with the suit, or an energy weapon he is
holding fire a different kind of energy attack (flashlight or energy weapon), or affect an energy source or energy beam 200 feet (619 m) away, if he
has clear sight of it. The suit can change his own Energy Expulsion: Energy or his Force Construct Fire Arms can be made to fire a different type of
energy attack, at the cost of two actions, but in doing he can only fire Wild shots, doing the same amount of damage. Harrison can sustain this type
of attack, but it will also cost him one attack/action per melee round. There is no limit to how powerful an energy attack can be used against him;
even APS-Fire Super Nova can be converted into harmless daylight. Shadow Powers, cold, sound, and psionic powers are NOT affected by energy

back doing 50 points of damage. He could likewise turn it into a wall of electricity, circle of laser beams, or a globe of particle beam. He can create
a fire bird, a plasma rhino, a giant fist of radiation, etc. Each time the molded/shaped damaging energy makes contact with a solid object with a
minimum of 12 S.D.C. or a living being/creature with more than 6 Hit Points/S.D.C., the damage it can inflict is reduced by 1D6 increments. For
example, if Harrison converts a laser blast into a wall of electricity. The initial damage of the blast does 15 points of damage. Anyone who walks
through the wall the first time takes 15 points of damage. The next person or object will subtract 1D6 from 15 and suffer this damage total, and so
on until the damage total reaches zero, meaning the energy has been full dispersed/used up. In order to maintain this molded/shaped damaging
energy, it cost Harrison two attacks/action per melee round. Maximum size: 100 sq feet (9.2 sq m) for shapes. Animals and giant limbs use
same stats in create force animals/objects.
Energy Solidification: Harrison can solidify or give solid-like properties to energy so it has the same hardness (S.D.C.) as his force field
energy. This means the energy no longer does damage (as mentioned above) but has been turned into an energy construct, ranging from simple
shapes and images, to simple tools and weapons, energy force armor, fire arms (that fire the same type of energy beam, animals, or giant limbs. All
function in the same way as his force field manipulation. The base S.D.C. of this new solid energy is equal to the maximum damage possible \
by the energy attack/source. If a laser beam strikes Harrison that does 5D6 damage, no damaging die roll is rolled. The solid laser beam will have 30
S.D.C. maximum. Harrison can turn the laser into a laser arrow, baseball, spoon, shoe, club, mace, and so on at the cost of two attacks/actions.
Large, simple items like a rowboat, raft, ladder, table, chair, etc, will cost four attacks/actions. Creating a solid energy firearm will cost four
attacks/actions. This weapon can fire a single (one) energy blast of the same type of energy, a solid energy gun made of fire will shoot fire or heat
doing the same mount of damage possible from the original attack. Duration: 40 minutes or until the solid energy object is destroyed or canceled by Harrison. Use Create Force Constructs as a guide for the possible things Harrison can create.
Note: The Power Armor automatically Re-channels/converts all kinetic energy/physical attacks (no action/attacks necessary). Harrison must activate the Energy Conversion ability. If he doesn’t the suit takes half damage from all energy attacks.

After meeting with the Emperor and his ally the Usurper, Kosloff believed he found a man who shared the same views he did. The U.S.S.R. was lost but Malvador could be remade into its image. Kosloff was given the rank of General and put in charge of the 200-Armed Reservist who protect Danilek’s home in Rama and serve as his bodyguards. Overall, other than a handful of typos and grammar issues, this looks ok. I am not a big fan of the the Energy Abilities of the armor, but whatevs.

Hyper Power comes from Mutant Underground. It says what does increase range by 5o%, always full damage, and full duration. Strafe who I'm trying remember is a flight guy I think so I think it increased his speed. Sorry didn't get back to you, message box was full.

The Stone Syndicate
The Stone Syndicate is a group of four teenagers in Century Station who broke into the Museum of Cultural History looking for anything of value to
steal. When they came to the Hall of Gems and Minerals, they decided to take several of the 5000 specimens from 98 countries. Upon seeing the
collection from Ulysses Montgomery, the teen thieves decided to pocket what they could or break off pieces and see what they could get for them in
the black market. What these four teens couldn’t have known was Ulysses Montgomery was not just a wealthy philanthropist but a powerful evil
sorcerer. Three of the precious metals/stones was in fact taken from the Elemental Plane of Earth, while the giant pearl was taken from an alien
mollusk. Each of the items was imbued with magical properties that one could only tap if the person handling them was someone bitter and disgruntled
with life, hungry for wealth, or angry about their place in society. The moment they touched these artifacts it endowed them with magical abilities or
limited mastery over the mystic arts. Suddenly the four teens were caught by security guards who attempted to apprehend them. The four teens used
their new found powers to injure the guards and wreak havoc in the museum. They then escaped through Jet’s black portals. After reaching their
hideout, the four teens decided to use their new found abilities to get what they always wanted in life. The four teens decided to call themselves the
Stone Syndicate. In the beginning these four villains were nothing more than a nuisance, later they started receiving tutelage from the wizard villain
Conjurero. Today the Stone Syndicate continues to offer their services to whoever pays them. CSPD and Sector 10 have been instructed not to take

The Stone Syndicate is a group of four teenagers in Century Station who broke into the Museum of Cultural History looking for anything of value to
steal. When they came to the Hall of Gems and Minerals, they decided to take several of the 5000 specimens from 98 countries. Upon seeing the
collection from Ulysses Montgomery, the teen thieves decided to pocket what they could or break off pieces and see what they could get for them in
the black market. What these four teens couldn’t have known was Ulysses Montgomery was not just a wealthy philanthropist but a powerful evil
sorcerer. Three of the precious metals/stones was in fact taken from the Elemental Plane of Earth, while the giant pearl was taken from an alien
mollusk. Each of the items was imbued with magical properties that one could only tap if the person handling them was someone bitter and disgruntled
with life, hungry for wealth, or angry about their place in society. The moment they touched these artifacts it endowed them with magical abilities or
limited mastery over the mystic arts. Suddenly the four teens were caught by security guards who attempted to apprehend them. The four teens used
their new found powers to injure the guards and wreak havoc in the museum. They then escaped through Jet’s black portals. After reaching their
hideout, the four teens decided to use their new found abilities to get what they always wanted in life. The four teens decided to call themselves the
Stone Syndicate. In the beginning these four villains were nothing more than a nuisance, later they started receiving tutelage from the wizard villain
Conjurero. Today the Stone Syndicate continues to offer their services to whoever pays them. CSPD and Sector 10 have been instructed not to take

families. Michael moved his family out of Retropolis to Willingham. Unfortunately, Razor Blade still managed to get to Michael despite his best
precautions. He was stabbed to death and left to die outside his townhouse. Vicky found her father and saw the super villain across the street who

exploded. Dazed and confused, Tallah crawled out of the rubble to see a glowing green skin man standing in the middle of the street eradicating The
Shadows with energy blasts and simply causing anything he touched to explode. This mutant was sent to punish the gang for daring to meddle in the
territory of a crime syndicate known as the New God Republic (all members were mutants or experiments). Everyone in Tallah family was killed. An
old Japanese man named Dokuma Sukezo came to her aid and rushed her out of the area. He took her in and provided her shelter, keeping her safe
from further police investigations and social services. She witnessed the attack he didn’t anyone to know she could identify the person responsible.

got her mother arrested. Instead of admitting she did it, she lied on her mother. With her mother in jail, her father was forced to work extra hours.
Irene skipped school and hung out with street kids who did nothing but look for trouble. Irene quickly learned how to take care of herself, because
many boys and the streets tried to take advantage of her. She taught them the error of that thinking. In many cases she would offer suggestions and
nobody would take her seriously. For this reason, she would often strike out on her own. It was during one of these sole missions, she ran into Dudley
Herbert, a privilege white boy for whatever reason wanted to live a life on the streets. He was easy to manipulate and she flirted with him just
enough to keep him attached when she wanted him for his muscle. She saw nothing about him that really interested her on a physical or emotional
level, but having a big dumb ox definitely made things easier for her to deal with people.
Still unable to find the best score or job to make a name for herself, she decided to work alongside two girls Vicky Kaye Cunningham and Tallah
Jennings, each with their own agenda but needing others to help them achieve their separate but mutual goals. Dudley really liked the idea of
working with three girls and being their big protector. The street crimes they pulled didn’t accomplish much and Irene was ready to leave the group
and strike back out on her own. But Dudley talked her into doing one more job. Robbing the Museum of Cultural History put in their possession four
magic gemstones belonging to a powerful wizard. These magic stones imbued them with magical super powers. Irene could travel underwater, turn
her right arm into stone, fire laser blasts, and make everyone stop, unable to move but look at her ring. These powers were amazing, but she also
felt that her powers where kind of weak and made her dependent on others, and that simply sucked for her. Her transfixing powers didn’t work on
her teammates meaning she could overpower Vicky or Tallah. Dudley as always is clay in her hands. She did appreciate the training she got from the
villain wizard Conjurero, but Irene is convinced if she doesn’t break away from the team sooner than later, she will never achieve anything on her
own. That being said, a couple of times she found herself needing assistance with the few encounters they’ve had with Cavaliers and Legionnaires.
Maybe if she could find more dumb oxen like Dudley she might be able to be someone who command authority and could achieve a position of
power. She so badly wants to be like the Crime Syndicate bosses they often work for. She tries her best to remain friendly with Vicky and Tallah but
she needs to break away and strike out on her own. She’s not sure if Dudley would come or not. She might have to “go all the way with him” to keep

just boring as hell so he ran the streets, skipping school whenever possible. He would run over into Everett and hang out with street punks known for
carjacking, specifically commercial vehicles. His father became agitated with his son's behavior. Dudley had his friends knock over his parent’s
jewelry store. Unfortunately, the CSPD was able to determine it was an inside job. The once promising high school football player now became a
thief on the run. While hiding from the police, he worked closely with various street gangs that stole cars and trucks. Any money he did make he
would end up gambling away, which also got him into lots of trouble. Eventually he ran into Irene Pardo who tried to hustle him. He became sweet
on her but she was not that interested. Still, he wanted to protect her from the life on the street that he knew all so well. She, however,
demonstrated she could not only protect herself, but protect him from the cops that nearly arrested her on two separate occasions. The duo
eventually ran into two girls named Vicky Kaye Cunningham and Tallah Jennings who were looking for people to help them rob several of the
businesses, theaters, and museums in Center City. Up from the challenge Dudley talked Irene into it. After a couple of jobs, Dudley was starting to
really get the thrill. The group broke into the Museum of Cultural History. They couldn’t have imagined that they would steal four magic gemstones
belonging to a powerful wizard. The ring turned Dudley into a stone colossus. He used his new abilities to hurt everyone who ever wronged him,
including destroying his parents' home. Vicky told them they needed proper training so they could be more successful, especially having nearly been
captured or defeated by various Cavaliers and Legionnaires operating in Century Station. Thanks to the wizard villain Conjurero, he has convinced
himself that nothing can stop him or their team. He does wish Irene wouldn’t argue so much with Vicky about stuff. They need to keep working
together. Dudley is still sweet on Irene but he also respects Vicky’s leadership which has worked out so far. If a power struggle continues, he’s not
sure where his allegiance would go, but since Irene’s powers don’t work on anyone in the group, he might have to side with Vicky which would really
