You know I have to wonder if a 1:1 ratio would be better and just have MD properties related to the AR (defensive) and Penetration (offensive) qualities. Maybe AR is like "natural" AR instead of the "artificial" AR and it doesn't get ignored in MD attacks (MD attacks do ignore AR IINM).
It even looks like they might have been thinking something like that way back in the 1E RT Main Book (progenitor MDC book) as some MDC mecha have AR (ex. VF-1 utility Arms pg46 are listed as AR 6 w/3MDC, Spartan Destroid has AR of 13 on pg66, Ghost on pg72 has AR of 12, various vehicles on pg75 some of which are civilian, and pg74-6 has vehicles with AR and MDC shorthand something the previous examples lack) and they never caught all of them in editing.
