1. Don't know as I never thought too much about it.

2. This is how I do it and is based on what I use to know about aviation but things change so my information may be outdated. From everything I have ever heard, fighter pilots have an upper limit of about 8g's with 9g's being the absolute max before they pass out. Like I said that was back when I was an aviation buff so new tech may have changed this.
So here is what I do.

Starting at 10g's the person caught in the gravity not only passes out automatically but they start taking 1D4sdc per melee. Characters with Ext. PE or similar endurance/toughness powers it is per Minute instead of melee with damage staying the same. This is due to the crushing G force.
At every five G's add another 1D4 sdc damage so at 15 G's it is 2D4sdc and at 20 it is 3D4 and so on and so forth per melee. Remember thats per melee unless you got a toughness power of some kind.
This is just a house rule and the damage could be upped or lessened according to what someone knows or believes about G-Forces.

I don't think increase of gravity should actually do any damage,
except make it increasing difficult to move. Let's face it if you went to
the planet Jupiter, which I believe has 11x the gravitional pull as Earth, the
gravitional pull is not going to kill you, just make you weigh as much as a
small compact car. And even if the Gravity power said you could increase
the gravitational pull to actually cause damage, it would mean the character
is like some kind of black hole. I've also notice, the Kevin prevents super
powers from doing instant kills or inflicting "unfair advantages" against people.
Take a look at some of the new powers as the appeared in the Rifter as they
now appear in Powers Unlimited 1. Liquification use to affect objects including
people in the Rifter, now it only affect non-organic objects. There's no saving
throw against the pull of gravity, so if it started crushing people like a tin can on
the bottom of the ocean, that would be a real unfair advantage.

I disagree with your statement completely. If 8-9 G's will cause you to black out then I am pretty sure that when you get up to 15 to 20 G's then your heart and lungs would probably not be able to do their jobs and keep working. After about 20-25 G's I would imagine that your bodies structure would completely start to collapse after a short time, more than a minute or two. At 50G's the duration of a normal human's survival would be seconds probably.

Maybe this can help us out. It says the weight is not altered, but it's the G pull
that makes it seem like it weighs more. This tells me the power is being used
just to slow movement and Spd. Not as something meant to damage. It's
the best way to deal with this power, otherwise there's nothing really anyone
can do against it. Even someone invulnerable would not be able to resist having
his or her blood pulled down into their feet. Even if you possess Supernatural PS
your strength can't keep the super gravity from causing this crippling
effect. Besides I kind of like gravity just making you immobile, but allowing
you the free will to act, this mean psychics and people who can teleport
still have a fighting chance.

Actually that would be "10,000 lbs" not "1,000".
