1. Yes they can be used together without problems.

2. It's different for each suit of armor. The penalties from the Man-Killer armor are for weight, hence the high penalties for having PS 23 or less. The Cyber-Knight armors on the other hand are not very heavy (20 lbs. for the heaviest suit), just form-fitting and restrictive, thus those that are specially trained to use it or possess heightened agility have reduced penalties.

I thinkt he Sensor Jammer needs to be turned off for the Force Field to work

I also think there's some serious power drain issues to consider.

As someone who is very used to wearing heavy armor (approx. 30kgs/66pounds) regularly, I think that it is a combination of skill and strength.

Firstly consider that wearing armor uses a specific series of muscles that aren't normally used so that even people that are usually considered strong may have difficulties. Also consider that the way armor moves and the weight distribution varies for different armors, I think that all characters that wear armor should have a skill in it.

Military types should get a bonus and it could possibly be similar to Robot Combat: Elite in that you specialise in one kind of armor and get Basic for the rest. Then all CS troops would be proficient in CS armor, which makes sense.

Trust me wearing armor every day definitely makes your back/legs stronger, and more used to moving about freely in it.
The word "THAN" is important. Something is "better than" something else, not "better then", it's "rather than" not "rather then".

It sounds to me like the NE-C20 Camouflage EBA with some extra features, so it would also be environmental.
