I think it's up to the GM to enforce fear and confusion on a situation.
Horror Factor checks are a start.
Forcing characters to spend actions taking cover or looking for targets is good too.

I was always a fan of T2000's "Coolness Under Fire" stat. I seem to remember adapting it to my RECON game, but I'm not sure (too many years have passed!).
Horror checks might work, too, as Jeffar pointed out, with the core Palladium system being used.
