Another way you could go is to use a Mystic OCC (as seen in Nightbane, PFRPG, or, I’m sure, Rifts). Just have him roll on the Mutant Characteristics table and then say he’s a “psychic mutant”.

Sincerely i just want a spell caster with PPE comparable to an adult dragon
(i used to use the value for Tremendous SDC and apply it to ppe instead.. Tremendous PPE)
