Are the Combined stars protectorate ,Consortium of Civilized World, Free Worlds Council,New Coventry ,Human Alliance and Ralsiian star Empire for real in the Phase world/Three Galaxies Books?
I do not have Any of them!

I am Planing to do a Game Where a Ship from one Crash lands in Spain.

Probably the most likely candidate for a crashed ship in Spain would be from one of the human/ mutant colonies outlined in Mutants in Orbit.

If I were you, I'd have a ship from the CCW land in Spain. For one, they have ships already established in the books (Dimension 2 & 3), CCW/CAF weapons aren't all that powerful, finally humans, Noro, and Wolfen make-up most the races in this power block (easy to create stats on, and don't really have unbalancing powers). Just be sure not to let any SilverHawk power armor find its way there (not in good condition anyway).

The Consortium of Civilized Worlds, Human Alliance, and Free Worlds Council are present in the Phase World books. Then you have the Grand Alliance on The Phase World Continuum. But as far as 'canon' goes, that'd be the CCW, HA, and FWC. .

begging pardon? The CCW, I know, the FWC are those rebels giving some back to the TGE... but where and in which book is the Human Alliance mentioned?

The Human Alliance is part of the CCW. As is the Wulfen Republic and the Noro Federation(i think) and many,many others. So they are the component parts of the CCW.
