Secondary skills
I know some skills cannot be taken as a secondary skill. I was wondering if you could tell where it lists all the skills not available as secondary it has been quite some time since I was a character and I have forgotten.

secondary skills are things you pick up as you go along or from very informal training. in many cases, players will be limited as to what skills they can select, such as a CS grunt will not have prolonged access to people who can consistantly train/teach them some skills that are not available as a military run training program (OCC skill).
as adventurers, if the player can find an establishment or mentor, most any skill can be available to them. the GM would be the surest guide for this.
There is going to be a grey area when picking up new skills, as to what level of training a PC is getting. New OCC skills are usualy a dedicated focus related to the OCC (obviously) thus requiring a mentor, trianer, teacher, or a concerted effort on the part of the PC. the concerted effortcan be hard to emulate but saying to the GM a level before you take itthat you intend to take it could represent this. secondary skills are things you can pick up most any place, hobbies, a team mate, a few weeks doing a job to make end meet.

..Maybe it's just the typesetting, but I've never used the skill restrictions on Secondary Skills in Rifts. Quite simply, secondary skill restrictions assume a formal training system in place that is ubiquitous. This is unlikely in a Post post apocalyptic setting. More likely most skills are learned through mentorship, as mentioned above.
..So my characters have to have an explanation for their secondary skills. I do tend to stick to the "no engineering secondary skills", but then most likely someone who wants those is going to get them with a bonus, and not have them as secondary skills.
