Pilots who have Robot Combat: elite, but no Pilot: Robots & power armour... (SAMAS, Rifts Main Book)
Pilot: Starship but no navigation skills (Quatoria, Phase world)

A Minor excerpt of such things. I usually just add the "Missing" skill as an OCC skill, same bonus as OCC Related.

Obviously, a house rule.

Forgot about that. As for the headhunter not having prowl well it's not the first time a Palladium OCC is missing a skill they obviously need. The CS does not even have a medic OCC. Though you can use the one from the Triax book.

What, you mean there are mistakes in this game? :-P

Actually, I don't really have a huge problem with this one. If you read the description of the "Brutal Killer" Headhunter, you can see that a fair number of them aren't known for their stealth. They just walk into the room with their target, whip out a large-bore MDC firearm and start laying waste to the poor bastard they've been hired to kill, anyone in front of the target, anyone behind the target, anything in the general vicinity... you get the idea.

too bad they can't climb, either! Bwahahaha!

That's because they bought the necessary Related skills... c'mon people, don't be goobers lol... :P

they'd likely have gymnastics and/or acrobatics. both of which let you climb and prowl.

Not very well though; Unlike in some other Palladium games they only give you a flat 25%-40% chance that doesn't increase with experience.

All the revised Headhunter classes in Canada are a bit screwy, having an excess of skills in certain categories and missing vital skills in other categories.
