Coalition views on super abilities

There are only a few ways I would let a super being into the CS. First would be the child of someone powerful. Take a Prosek, his wife has a child, which he and half the nation watches being born, the kid geneticly tests as the child of normal human parents ect, but develops some form of superpowers. Next would be something like Extraordinary PS or PP that slips under the radar of the CS. Most heightened senses would fall into this catagory as well. Thirdly would be experimental genetic tweaks like from PU2. A character who was experimented on, or had his genes changed to make him more durable with Increased Durability, or cling to walls or whatever. It is possible that these experiments would be treated the same as Juicers, Psychics, Psi-Stalkers, and Borgs. Used as weapons, but always watched closely.
The big limiting factor with accepted CS superbeings, or even psychics is the Us vs Them idea. Psych, Psi-Stalkers, and Dog Boys are all considered subhuman in a way, and not quite worth the same as your normal farm grown Deadboy. The reason is simple from the CS perspective. They are not quite human. Some see the gifts of a psychic as a gift from god to protect them from the evils of Rifts Earth. The same with Magic. The CS sees it as a curse of the chaos of Earth. Psychics are only accepted because it is fairly random, and so common, along with being an innate and limited power of the person.
On the flip side I see places like Lazlo and Psyscape becoming havens for superheroes. Now if the Emperor is saved by a True Atlantean Undead Slayer, and his Rift's born superpowered Rogue Scientist friend you might have a whole new world open up.

MOST powers wouldn't register as supernatural, SOME power combos do in my campaign... I think the CS would pretty much vape anyone they caught using super powers.
Eyes without life, maggot-ridden corpses, mountains of skulls... these are a few of my favourite things.

Hmmm... even if a you didn't register as 'supernatural' to Dog Boys/Psi-Stalkers, I'm pretty sure the ability to cling to walls, fire energy blasts, turn into solid metal/stone/wood/putty, or fly on your own without a jet pack would pretty much give you away. Call it a hunch.
The CS with its 'shoot first and don't even bother with the questions' mentality wouldn't even hesitate to grease super beings. Yes, I know they allow/tolerate psychics, but even then if you're not entered into their database you're pretty much fair game.
Juicers, crazies, borgs, and mutant animals are indeed part of Rifts Earth and are utilized by the CS in some form (hired or created), but that's because they're all part of the 'local flavor.' Last I read, the CS doesn't have a HU-style Super-Soldier program that induces bona fide super abilities.

Possibly... we've seen the Coalition develop programs for both psychics and Juicers alike. If the CS ever did relax their stance on 'super-powered D-Bees' the most likely scenario IMO would be something similar to their Juicer program -- where volunteers could gain CS citizenship for themselves and a handfull of others in return for their services as a supersoldier (of course, some sort of failsafe 'kill switch' would be in effect in case the supersoldier decided to go AWOL).

Seriously though, I think that if you ever see the CS warm up to super-beings it'll be purely through some sort of 'supersoldier' process similar to what you see in PU2. Of course, since they added the 'Chemically Enchanced Supersoldier' (a Juicer by any other name would kick just as much booty) one could argue that the CS is already well on its way.
Though I have to admit... the idea of a CS supersoldier process does have its merits. I can see some sort of 'Crimson Guard' idea where the supers wear brightly colored 'Dead Boy' armor to distinguish themselves from the regular soldiers... maybe even capes...

You're probably right, unless the CS decided to use these super-powered warriors for PR purposes (something like an "another innovation in the righteous quest to defend our land from monstrous invaders" kind of thing...). But even then, I'd still wager they'd be wearing brightly colored Dead Boy armor instead of spandex where possible (not too practical when the major ability is Stretching/Elasticity, APS: Putty/Liquid, etc.).
The idea of a CS-sponsored super-soldier program is more and more appealing every time I think of it though. From what I've read in the books, it seems to be that the key to getting the CS to tolerate an idea is for them to be the ones creating it/controlling it... such as mutant animals (Dog Boys), psionics (Psi-Bat), and juicers (CS models in Juicer Uprisings). Given the fact that instilling super abilities usually doesn't include a countdown to death or utter insanity (as with Juicers and Crazies), the CS hierarchy might be more willing to pursue that route.
Of course, any supers not under CS control would still be automatically viewed as an enemy threat, or as someone else has said here before -- "If it ain't CS, it's got a bullseye on it."
