A rule I recall seeing years ago (it may or may not have been official; probably the latter) was that full conversion 'borgs had an effective P.E. of 24 for the purposes of determining Hit Points and Saving Throw bonuses, while partial conversion 'borgs received a bonus of 2D4 to their normal P.E. score (to a maximum of 20).
As far as I can find in my books though, P.E. would seem to be completely unaffected by bionics, and is rolled normally.
Your assumptions are only partly right. S.D.C. is unrelated to P.E., though cyborgs do indeed lack S.D.C., except for any biological or S.D.C. artifical components they may have. They also have Hit Points, representing their internal organs and remaining biological components (phase weapons do damage directly to a cyborg's H.P.). It is implied in various sources that cyborgs are immune to fatigue, and are resistant or immune to poison and disease. They would seem to require sleep, because their brains still need rest, but it is generally assumed they would not need nearly as much as a creature of flesh and blood.
