I'm just gonna spew out ideas here. Hope you can use one or something similiar.
Do you have access to a huge magnet? You could use that to keep one of the borgs still while you cut off his limbs if borgs are magnetic. I think they are. If you don't have access to one could you steal one from a junk yard or lure the borg to the magnet of course you would have to know how to use those machines. With an operator you shouldn't have any trouble with that.
Borgs breathe still so if they don't have a toxic filter you could set a tiger trap and then use tear gas or ammonia if your character has chemistry i think it is. Also if anyone has the required knowledge you could use the car bomb idea but use chloroform instead of a bomb.
These are to kill: How much MDC does the eye have? Got a sniper? you could lure them into a building trap em inside and set it on fire. the fire might not matter but borgs breathe and if they don't have oxygen storage cells fire uses up oxygen to burn so they won't have any. Also you have 2-3 Samas power armors? They have jet thrusters that your operator could take off and use as a weapon. How hot do those thrusters get exactly? You can use them for 10 hours before they need to cool down. And if you really want them dead your samas are powered by nuclear power system.

I don't think using a strap gun will be that useful considering a standard CS Borg has a PS of 26. First off I would think you need to do your research and find out to the best of your ability the capabilities of the Borgs. As is you are limited. The Borgs have great sensors so sneaking up on them will be hard, and even if you did you don't have the firepower to go head to head with them. Even if you do, your repair bills will be huge, probably higher then the bounty.
You have the option to sell the Operator or the GMs character into slavery, (which I am sure will make life hell for your characters) or sucker the Borgs into a false sense of security. I like the idea of using the Wild Weasel to lure the Borgs into a fight and the PCs saving them. You can expand on that idea and befriend the Borgs and let the Operator "fix" the Borgs up. Maybe he can put in linkages to turn the Borgs legs or arms off with remote control, or something to fry the systems. Something like that. There has to be a way to turn the Borg parts off from the inside out for surgery, maintance, ect. I'm not talking a magic switch, but a control panel or something that opens on the Borg to allow a Cyberdoc to plug in new equipment ect. Maybe the group trying to get the Borgs back could provide the group with a Cyber Drone type setup. Plus you hopefully get some salvaged CS weapons to boot. Even the placement of some sort of tracer bug would help.

Bio-Manipulation doesn't work on cyborgs. (Page 48, Rifts Main Book) It's one of the perks of full conversion. Certain types of magic and psionics no longer affect you.

There are three basic "types" of power in Rifts. Technology, Magic, and Psionics. The characters in question fall solely in the Technology realm and are currently outclassed by the Borgs. Without tapping into Magic or Psionics (or a whole lotta credits/weapons), the PC's must rely on trickery. Time to watch Blazing Saddles.

I didn't remember the Strapgun being that strong. It would be worth a shot, but if you don't get him caught well a vibro blade, retractable manipulator arm, or something similar can ruin your day. I don't think welding him will work all that well. Shoot if the Borg has a jetpack you would be in trouble. I just don't see it being better then a 50/50 chance.
