Magic Tattoos : Magic ability or magical construct item?

This is inspired by that other thread, about whether an Atlantean would be picked up by a dog boy, why and how.

The question has come whether the marks of heritage (or any other magic tattoos) would be picked up by a dog boy's or psi stalker's senses as magical emanations.

tI advocated that they would, because, since they are produced by a lengthy and involved enchantment type procedure, I would have likened them to magic items... pump the PPE, and there you go... thus they would be more or less radiating magic at all times.

But some people don't agree with this...

Since I don't want to hog the other thread with that issue. here you can tell what you think on that matter, and explain the whys of your thought.

they're a magic part of them. a dog boy would pick up on it. that's what I think anyway.

The tattoos are like a scroll or inactive ward.
Until they are used and the magic begins to flow they are undetectable.
The high PPE of a full tattooed man would register but not someone with only a few.

Well, a full T man would register anyway, not for high PPE, but because the 7th tattoo turned him into a supernatch creature... which would register anyway.

This thread addresses only the case of people with one to 6 tats
