Hmm.
I might allow it under certain circumstances.
The NGR has those borgs that look like gargoyles, so they have pretty good borg technology.
(BTW, a Thinman is actually a robot, not an actual mechanoid.)
I'd recommend the following concepts:
1. A borg body shaped like a mechanoid (the organic part) and that could pilot the mechanoid suit. This would be tricky because the mechanoid controls would have to be replaced with more convential controls. GM's option if this would be able to be done at all.
2. Just play an AbM.
3. Transfer Intelligence Bot (hardly anybody has the tech for this, though. You might be able to import a HU character, though and have him adapt a captured mechanoid bot.)
4. A psychic Chiang-ku could phsically transform into a mechanoid and pilot one of their power armors.
5. A larger mechoid power armor suit could be drastically reconfigured to be piloted by a normal human or human psychic. GM's call on this. I'd have it be extremely tough or even impossible.
