I would say that you would have access to whatever NGR equipment your character would have had when he was sent on his covert ops mission. Coalition equipment would be limited to old style CS gear that could have been easily purchased or found. If you had been performing services for Free Quebec then there is a good chance that they would have issued you some gear, or given you some weaponry in return for your services, but this weaponry would be limited. Naruni equipment would also be VERY limited.

I have a character in our current campaign who is very much like this. He lived with his uncle who was a "Weapons Dealer" for Triax and the NGR. In essence he was a smuggler and my character didn't know that. Imagine his surprise when a group of Triax soldiers came out of the woods near there cabin in the Candian Wilderness and burned it down and killed his uncle taking back the majority of their weapons (except what was stashed away). He is a head hunter assassin who has done some work for FQ and has been given a FQ ion pistol. He also has a Naruni plasma Pistol, and a plasma derringer. All of his other equipment is basic.

If it was a covered ops mission your character began with - it's the equipment the NGR gave your character to perform the mission (could be only Triax or a mix NG, CS, Wilks or even captured Kittani equipment from the Gargoyles).

Since youhave done some free lance work, he could get his hands on some additional equipment - say 1D4 from North America (maybe a CR-1 or WI-23 missile launcher), but nothing fancy.

Discuss it with your GM (maybe an extra back ground story).

you have whatever weapons you could find, which is whatever weapons you want.

me, I let my PC's pick weapons from anywhere, not really caring how they got it.

seriously, starting equipment isn't something one should worry about. just pick a few guns your PC would like and play. if they pick powerful alien stuff, then they suffer the normal problems getting ammo reloads

Well what borg body are you using? Since you were a covert ops member they might not have even givin him a 'standard' body so that it couldn't be traced back to the NGR.
