Why do NPC character stats in the books never follow the rules?

one of the Q&A's in the Rifters mentions that: NPCs don't have to follow the rules for PCs.
then why have them for PC's?

As a guideline. No one says you have to use them.

In the early books at least, they followed character creation exactly.
The only exceptions being unique NPCs like the Psi-Borg in VK.
