The Promethians control all of Center.
Although many of the higher levels (and parts of levels) have limited autonomy. The Splugorth sector of their level is controlled but Klynn’s flunkies but they can’t do anything prohibited by the Promethians for example. The individual form of government for most levels are left up to individual GM’s but they all fall under the general control of the Promethians.

Center's topmost level is the home of the super-rich and various gov'ts embassies. It is also where Thraxus or whatever that godling's name is that owns a good part of NE. Level 2 is the level that deals with incoming and out going things.

You can essentially consider each level, and in some cases portions thereof, to be their own individual city where anything goes. As long as you do not damage the physical structure of Centre, the Prometheans don't care...but try to cut a single entry for a new door, and they're on you like stink on...well, you know the rest of it... :lol:

I have my Center very diverse on nearly ALL the levels. Environment changes are so dramatic that environmental suits may be needed to survive.
