What kind of armor does he use? Because if its not environmental then you could always just do atlas' idea for the armor and then drop him in a large body of water. You could always add weights to him to make sure he doesn't come back up.
I wish I could think of a way to use cement shoes on this though, I do so love to pay homages to mafia movies in my roleplays.
