Far as I know, you misread or misheard.
It is Cyborgs that get penalties if they use their own internal power supply to feed energy weapons.
Power Armor and bots are usually designed and made with such things as rail guns or lasers and plasma ejectors or particle beams in mind, and so are generally equipped with a power generator powerful enough to feed the weaponry without hampering the bot's or suit's performance.
It is quite possible to add a second, weapons only generator to a borg. The job ought to be done by a real professionak, one that doesn't skimp, though, as there are several issues that can be critical : solidity of the generator's attachment to the borg (whether added outside or tucked inside somehow, includes the power connections), protection, armoring of the thing against attack, and radiation shielding are the first three that come to mind..

Unfortunatly rifts is not really set up for that kind of modifications to be done, try adapting the things in the bionics source book as well as SB1 robot creation rules. Although at the end of the day, why a borg's power source is inferior to a PA is beyond me, you could convince me if it was say a borg and a super samas, it is obvious, but compare a full conversion borg to a terrain hopper and the idea kinda gets a bit screwy but we are used to this little inconsistancies are we not ?

You can always use the borg style internal power supply(non nuclear, the battery type) and have it recharge from the nuclear power supply.
I always thought of PA and Robot style nuclear power packs as being heavier duty then those found in borgs. Some PA like the Violator Samas DO have the lighter "weaker" power plants so they have negatives for using energy weapons.
