Call Lightning, nexus points & scrolls

One page 163 of the main book, it states that if a spell caster is casting a spell within 200 feet of a ley line nexus point, then the range, duration and damage of a spell is tripled.

What if someone is creating a call lightning scroll at 8th level proficiency? Would it be an 8d6 x 3 MD call lightning when it was read off?

And if it is, what if it was read at a ley line nexus point? Would it be an 8d6 x 9 MD lightning bolt?

I am curious cus one of my pcs is working on a one shot kill lightning bolt. His character is 8th level and is soon going to attempt creating this scroll. The average damage for this scroll if done this way would be between 216-288 MD.

IMO I think it's gotta be one or the other, ie. it's either that the Nexus triples damage as it's read or as it's created, not both.
I would allow the scroll to be triple-damage created but there are many here that wouldn't alow that at all.
Remember DLDC's arguements about Fireglobes?

The reason I ask is because the spell being at a nexus would of course get its triples. Well being cast again off of the scroll would fall under being near a nexus, once again.

No.

If you read it at a nexus you get the three times damage, range and whatnot. The spell is not fully cast and is in effect in limbo until it’s read and only gets the multiplier then.

With that answered... I got a question I was wondering about
If I cast the spell Enchant weapon (non-permenent) at a Nexus would the duration get tripled aswell?
so a 8th level caster could make a semi-rune weapon that would least 24 months instead of 8 months?....that would be nice
