Is the NE-C20 Camouflage Variable armor a full environmental body armor?
It does not say it is or is not in the description of the armor in Rifts Mercenaries.

Yes, unless a Body Armor says specifically that it is different, it has all the basic attributes of body armor listed on pg 209 of the RMB.
BTW, where are you gonna get that armor repaired at when you get hit?

Three reasons.
1. Generally you are not going to find much if any high-tech body armor that isn't full EBA
2. Look at the picture. Looks like it covers the whole body to me.
3. How does it hide your thermal signature if it leaves parts of the body exposed?
