I thinking of doing a parallel Chaos earth Game where Quebec city,s luck was better, they found the Secret Chromium Guardsman,s factory 46 years before they did in normal Chaos/Rifts earth,s Time.
Would this make a big difference?

On the topic of the Tundra Rangers base in Rifts: Canada, the description of the place states that 7,000 RCMP joined up with 10,000 people that were already at the base. It also seems to indicate that the 10,000 people already at the base were largely military personnel (some of them NEMA perhaps?)
Now of course, when the book was written, Chaos Earth hadn't been written yet, and NEMA did not exist as a concept yet. But in retrospect, in anyone else using the Tundra Ranger Base as a way to introduce the Canadian faction of NEMA into a modern Rifts setting?
