All of the Ranged Weapon Upgrades on page 107 specifically mention being used on only one particular weapon at a time. Even if you have the same weapon in multiple places, only one of them can be upgraded at any given level.
Thus if you have four Super Light Cell clusters on your head, you can only upgrade one of the four at any given level.
Lenient GMs may wish to count distributed cluster and volley-firing weapons as single weapon systems, so that all the projectiles or emissions are upgraded simultaneously.
