R.C.C skill and O.C.C. skills

I always combine them. They need it because spellcasters have spells and few skills, and the skilled players have more skills. If they weren't combined it'd be like not having your RCC skills if you chose a magic user. If someone chooses to have an OCC with alot of skills instead of other powers like spells, their character shouldn't be punished and have their skills taken away.

you can't have both an OCC and an RCC unless you're multiclassing. and if you do that, then you use the rules for multiclassing. whatever they are.

Yes.
The whole point of an RCC is that it's a Racial Character Class. You can have a race and an Occupational Character Class, and you can have a Racial Character Class and an occupation, but you can't have two different Character Classes at once unless you multi-class.

Unless the RCC gives a choice of OCCs they can't take one at all.
