I disagree. Chaos Earth was meant to bring the Rifts environment back to the whole post apocolypse feel. Characters are supposed to feel isolated and in danger from the unknown. They should never meet. Heck, if I were to ever be able to play anytime soon, I would prolly never let the group even talk to another survivor for a few sessions.
