Presumably the TMF rules were supposed to be reprinted in N&S but were mistakenly left out. Of course, even if you have GttU, you'll find that the prices and vehicle stats don't quite match up between TMNT and N&S. Luckily Kuseru has adapted the GttU rules to N&S in his Unofficial Ninjas & Superspies Errata. Just scroll down to the errata for pp. 75-77.
