Chaos Earth and RUE
In terms of game mechanics, how compatable are these? (I'm thinking mainly in terms of OCCs and skill lists, where the majority of conflicts arise when trying to bring different Palladium gameworlds together; but I don't want to be exclusive.)

Well, the skills list of Chaos Earth reflects a society very much like the one we have today so it is a little different from Rifts. Some percentages are different to reflect the general level of education (and 98% literacy rate or better of most countries) but most (not all) are the same.
Of course, certain O.C.C.s are non-eistent as they don't exist yet: Rogue Scientist, Rogue Scholar, Head Hunter, etc.
In general, they are pretty damn compatible.

For the most part, completely compatible. There are a few changes you would have to make if you wanted to stick to the RUE system. One of the more notable examples is the altered ranged-combat rules. However, these rule changes will most likely convert rather fluidly from RUE to CE.

Skills have been updated/revised in RUE (doesn't impact CE because of what Josh said above)
Modern W.P.'s are different, as are long-range combat rules
Penalties for low attributes
Revamped Hand to Hand bonuses and progression
New Secondary skill selection list (very big, and good change)
New spell-casting rules
I'm sure I'm missing some things.

av. atack per melee went form 2 to 4 (this could of happend in an earlier book. I only have 12. )
That's a change that has been around for a long time. It wasn't always there, but it has been here for a while.
The "4 attacks" is essentially incorporating the "2 attacks for living" rule (which wasn't always around).

Yes, but the Chaos Earth book doesn't, despite certain characters having psionic potential, so one will need RUE anyway (or almost any other main book).
