I just got the book over the weekend, and was wondering some of the same things. Especially the forms of government.
In the book it states that all Great Houses use the Warlord systems, but I'm sure this system allows for many variations. Like maybe some in some Great Houses only those of a certian blood line may challenge the Warlord for power, creating a presudo-monarchy. In my game this is how I'm going to run things; all Great Houses use the Warlord system, but they all have their own internal rules and traditions that set them apart from the neighboring Great Houses. I'm also going to use this as one of the reasons for blood fueds between the Houses.
