In RCC description it talks about them in there bonuses having no value to ppe vampires and cannot be used as sacrificial lambs for magic rituals. Why is this?

they have very little PPE vaule for those things. a human baby is much better target(& it will put up a less of a fight)

another question about seljuks. Since they are so large can they use pistols and Rifles or are they better suited to only carry heavy weapons.

All races have Racial equivalents of Normal size weapons in phase world (esp. in the star age) but they'd prefer the heavy weapons. Borg sized weapons are good enough for them to use as normal weapons.

(There are a number of Borg PS Needed Pistols in rifts, stick to those)

Or just remove the stock from a NE-10, and tuck it a shoulder
holster.

Because the species gave up their mystic potential to gain stability on their homeworld. It's in the fluff text.
