Ever notice that in the 1st edition books that the EBSIS is without fail Led by the Soviets????. The Soviets alone would be able to resist being gobled up by the UEG because they are still very much a Nuclear power. at least they were when the 1e books were written.

I tend to agree.

In the TV show, Rick (I believe) actually exclaims at one point "The UN failed, just like the League of Nations before it!", indicating that the UN was long gone by that point.

Oh, I concur wholeheartedly... especially since the book never uses "United Nations" in the context of "UN Spacy". It's simply a legacy of the OSM that somehow escaped the tracing artists working on the book. Even with Tommy looking over Palladium's shoulder, there's no shortage of internal inconsistencies (like the above). Heck, I can point to a few things the book has that aren't even from Robotech... like the cockpit art from page 56, or the "Multiple Launch Ordinance Pod" described on pages 68-69.

The so-called "purist" standpoint, which these days is essentially synonymous with Tommy's official new canon position, would include the new comics.

I think that in the new RPG we don't have to nerf the EBSIS quite so much. Definitely they would have different systems, but there seems little to indicate independents are necessarily technologically inferior by a fair margin.

I can see the EBSIS in the Macross period, but by the Southern Cross era, I can't help but think Leonard would have found some excuse to have the ASC take-over. He doesn't strike me as the sort to tolerate the existence of a competing world power.

The new books indicate the UEG managed to make peace with those powers the ASC didn't defeat. Which column an EBSIS like entity would fall into is debatable, but at least the possibility of survival is there.
