All up and down the streets, similar figures were emerging like cyborg prairie dogs rising out of their post-apocalyptic burrows.

Not surprising. Many years ago, Marvel Comics had an event called "Dawn of the Assistant Editors" Where every one of the issues for that month were handled the Assistant Editors. One of the humorious side notes started with that event, was that in "Uncanny X-Men Annual Vol 1 1983" they introduced a company called "Iza Bin Ruined Construction" who specialize in rebuilding after (and sometimes during) Superhero battles. Usually indicated by billboards over the wreckage.

Makes sense, the BioSanitation Squad would have likely survived the Invid Invasion fairly intact, unless the Flower of Life grows in sewers too. They would have lost their surface facilities but many of the teams would have survived.
