In addition to looters shooting at authorities, there were some people that didn't need "rescuing." Some emergency personel in some parts of the city began forcefully evacuating people from secure homes that were well provisioned and placing them in shelters without food, water, or security. Word spread and people freaked out. It's a lot easier to freak out over those kind of stories after you've just watched your city get smashed to pieces.
For every one of those looters or people scared they would be forcefully dragged from their homes shooting at authorities, there were thousands that cooperated with authorities and conducted themselves properly. Unfortunately, well behaved people are not considered news worthy.
