In most anime, though, I doubt that rationale applies. The list where the guys are wearing full body suits or armor, while the women wear dental floss is nearly endless, with no explanatio in sight. The Major in Ghost in the Shell can sneak past this because she's a full-conversion cyborg, essentially wearing a Ferrari for a body(and if you got it, flaunt it!), but even she dressed in more practical combat gear when need-be.
In Cross Ange, for example, we see the differences side by side in the flashbacks to Tusk's mother and father. Mother's wearing a para-mail cut-out and g-string, while Dad's wearing a rather more protective full body suit(in flashbacks in Episode 12, it's shown that these outfits feature full helmets as well, making them look like Rifts NEMA body armor, and they appear to be the standard BDUs of the surviving pre-Mana Human armed forces, worn by male and female soldiers alike...we see a dead 'Old-style' female human in the armor).
So...in-universe, either the Mana-ists really want to humiliate their norma slave-soldiers(hard to do since Arzenal's all-female) with skimpy outfits, their para-mails require more physical contact points than just the neuro-jack plate on the back, or the normas got some strange ideas on what proper BDUs should cover...

Actually until I saw episode 12, I thought the flight suits were something Jill came up with to discombobulate Emma Bronson.

Emma doesn't seem terribly perturbed by the flight suits...it's when Ange goes exhibitionist in her torn up uniform that Emma goes upset-status-quo apesy. And remember, she stood by when Jill did her 'exam', but the again, that sort of behavior might have contributed to Emma's opinion of normas being filthy and aggressive.
Think Emma's FINALLY going to come around as a result of her apparent possession by the DRAGON, or that going to require being almost incinerated along with the normas when the 'relief fleet' arrives? Doubt she's going to be the next named character to get kacked for shock-value(I'm betting many nameless lower-rank female mooks will be sacrificed instead to drive home the point that Julio's a mass-murder capable bastard).

the reality is most of the skimpy "uniforms" or outfits are related to "fan service" and the chainmail/plate bikini trope. With that said I can see thin "liner" suits being the basis of a full combat uniform having a lot of potential usefulness. If have a duty bodysuit that is essentially a spandex isk material possibly with environmental enhancements like heating and cooling layers (even if they are inactive until connected to a larger support module), air supply and filtration addons, armor addons, etc. it allows for a more stable and in general simplified supply chain. IE if you have things like mostly standardized helmets even if they are in a range of sizes to fit various people, a range of standard "plates" of strap on armor, people with longer or shorter body segments could use the "best fit pieces" in a mix and match fashion.
but the normas in cross ange got simplified (in many ways) uniforms that are minimal partially to enable them to react faster without being slowed by the uniforms, and lets face it against their primary threat no wearable armor is going to matter. The only thing I take issue with, is since they spend at least part of the time "riding their paramails like a motorcycle or similar." a bit more coverage would be warmer.

Indeed...I'm surprised more of them don't get sick-called with colds or hypothermia.
Occasionally, some networks censor-fill the exposed parts, making it look like the para-mail pilots have at least a full bodysuit, which would make sense. However, that would detract from the fanservice aspect.

It all comes down to eye candy.

Simply answer, the people making most of these shows want eye candy.

Of course, it doesn't help that Ange's bikini bottom actually comes off when Tusk is trying to keep her from killing him. He avoids getting SHOT only to nearly die of wardrobe failure-induced blood loss anyway...
Which makes me think that maybe he should just carry several of the new tampon-inspired U.S. Army deep-wound pressure-bandages or the blood-absorbent 'ball' injector syringes, to a) plug his nose, b) plug the bullet wounds he's likely to get following Ange around.

Wouldn't mind getting some info on that ship.
well I have mentioned it a few times but...
Alecia started with an Imperial star destroyer from star wars (as the basic chassis)
she then added a whole bunch of additional and alternate systems such as: a seriously upgraded computer core and a lot of automation systems (bringing the crew down from ~37k to under 1k )
she then added additional and in some cases redundant sensor arrays, such as the whole sensor suite from a galaxy class (or newer depending on what she could get or build)
crystal gravfield traps, a tachyon detection array (including deployable drones/satellites)
weapons:
1 spinal mount mega phaser
3 full 360 degree phaser arrays such as the one a galaxy class packs. etc.
60 pulse phaser turrets (similar to the defiants pulse phasers)
600 er large lasers (from battletech)
1000 Anti-Missile gun mounts
in addition it has 10 tubes (launchers) of the up to 10 torpedo salvos that a galaxy class packs (2 of) mounted firing forward, and 4 firing to the rear
each photon launcher has a magazine of ~580 torpedo's typical load per magazine is
200 quantum torpedo's,
210 "standards" (the ones the enterprise D was usually firing)
100 "hellfire" torpedo's (shield piercing)
50 transphasic torpedo's
20 tricobalt devices
it also has 40 "ghost rider" capable missile launchers (from the honorverse)
90 laser head and 10 "nukes" per launcher (which is only 4000 of those missiles)
10 SLAM launchers (from Path of the fury/in fury born) 20 SLAMS per launcher
it still carries fighters but ...
50 aerospace fighters
50 "warp" fighters
20 runabouts
and for serious fun, it has 1 "wormhole generator" that can open up a "rift" for the missiles to go through range is 100,000km with the "other side" being up to 12 parsecs away (for when you want to seriously snipe someone from a long way away. )
for defenses it has "triple shielding" (3 separate shield arrays )
a set of "plasma mirrors" (from the vorkosagen 'verse )
a heavily armored hull ~80% of the hull plating is "ablative" the ablative armor is 90% resistant to energy weapons and 50% resistant to impact damage the "base" mdc of the hull/ship is in the neighborhood of ~10million mdc according to my notes so 2M mdc hull, 8M mdc ablative armor
its outer "bubble" shields were ~100 points or 10% of the damage the hull can nominally take
its second shield grid short projection array ~100 ft from the hull or less can soak 50% more than the outer shields
the inner shields ~10ft from the hull or less can absorb 2x the outer shield amount.
oh and for alecias "paranoid side" the 3 360 phaser arrays have a computer override, where if the computer detects something "cloaked" or stealthed within ~100k km of the ship that is not positively id'd as friendly, it will fire a warning shot then start firing for "effect"

Yaw, the IG and the HCOS* would be pretty murderous in crowd control; get a line of each of them advancing towards each from opposing sides of the mob. Besides the sky suddenly becoming ugly, the mob would be soon churned to a bloody mess by melon-sized hail, multiple lightning strikes, and tornadoes.
*I kinda picture the ideal HCOS antithesis of Ice Guard as being a bunch of laid-back 'Crocodile Dundee'-style slackers, lounging about drinking various fermented local fruits and veggies, keeping poisonous animals as pets, carrying machetes as standard equipment(even when OFF-duty), going 'deep camou' when the brass look for them, and wearing as little as possible when they can...but turning all business when trouble starts.

Flash to alternate Interdiction scene.
A Person shows up in front of the group with a Star Trek next gen Materialization effect, and looks around. She gets a quick report of the situation: invading army blah blah and sighs. Ok time for a mass interdiction (she turns and shoots the guy thinking about attacking her with a Shemarian rail gun. )
when she notices the group of bombardment craft she pauses and taps her ear like she is activating a communicator badge. "ok Megarea dial them and take them out..."
suddenly there is a series of beams from the sky.. Red (turbo laser) Oarngeish (Federation phaser blasts) and she says "Megarea you fired a WHAT!!?" Everyone turn and face the ... UMM scratch that close your eyes cover your eyes and ears and open your mouth and whatever you do do not look towards the sky.... as a few moments later there is an ENORMOUS Flash from above the clouds as everything electronic that is not EMP shielded dies from the 200Mt nuke air bursting. literally miles away.
and when the smoke and clouds clear there is a hint of a large ~1 mile long Wedge shaped ship skimming a little way above the atmosphere....
20 runabouts
and for serious fun, it has 1 "wormhole generator" that can open up a "rift" for the missiles to go through range is 100,000km with the "other side" being up to 12 parsecs away (for when you want to seriously snipe someone from a long way away. )
for defenses it has "triple shielding" (3 separate shield arrays )
a set of "plasma mirrors" (from the vorkosagen 'verse )
a heavily armored hull ~80% of the hull plating is "ablative" the ablative armor is 90% resistant to energy weapons and 50% resistant to impact damage the "base" mdc of the hull/ship is in the neighborhood of ~10million mdc according to my notes so 2M mdc hull, 8M mdc ablative armor

actually, i don't think it would be impossible.. the Indian army recruits a lot of Nepalese Ghurka's into its army, and there does not seem to be any religious requirement to be a gurkha, and the Punjab region where the Sikh's are most common isn't too far from nepal..

Well, Cross Ange 13 came out....Let's see what we got:
*Mandatory Slaughter of the Innocents----check.Could see that coming.
*Ouch....The mana-users have remote control weapons like flying buzzsaws. Ow...Poor pilots. Add skeet-shooting to required skills for any interventionists...or just MORE MISSILES.
*Emperor Julio gets wasted---awww, I thought he'd be around longer...almost like the way Avakuh sliced up the ship. That leaves his sister in charge of the Empire, no? Unless Riza choked the little maniac and means to seize power for herself.

UEsG recon pilot: "Birds Eye to Base, we got a situation, over."
UEsG Base commander: "Base to Birds Eye, what is the situation, over?"
UEsG recon pilot: "Erm... I don't know how to put this but, you know how the world's in riot since whatever sapped the manna users magic up."
UEsG commander: "The GMP is still trying to figure that out. Have you found the source?"
recon pilot: "Negative. Just did a flyby at their capitol. Someone down there managed to calm the riots there."
Commander: "Say that again Birds Eye."
recon pilot: "Again, someone just stopped the riots. Is he one of ours?"
Commander: "Do you have visual?"
recon pilot: "I have confirmed visual of the target. Make that four targets now."
Commander: "Put it on screen."
As the main monitor lit up we see a black man with long hair, white tee, and sacks stander where Julio once was. With him a short stocky guy with a backwards cap, a skinny guy, and what the commander could have sworn was an old guy dressed as Benjamin Franklin.
Commander: "What in God's name is going on?"
J.C.: "My children do not fret, as I J.C. bestow upon you knowledge that has corrupted you. But first to understand I would like all of you to partake in the sacred weed, and to listen to the holy hymns of the Saint Bob Marley."
Jay: "Alright everyone line up and get your holy plant. All ready to light up. Come on Bob hurry with the stash."
Silent Bob just rolls his eyes as he readys the Bag of infinite Cannabis.
Jay: "Yo Benny boy bring the Liberty Bong!"
Ben: "You sure this is a good idea?"

To Rifts characters, flamethrowers, unless they can melt steel, are chumpchange to deal with.
Rifts Full Conversion Cyborg walks through the flamethrowers. Punches both Imperial Troopers through the head. Looks for more targets.
Rifts Burster walks through flames cackling madly. Smiles at Imperial Troopers. "Say, I can't do mana, but I got Inner Strength to BURN!!!" Flicks fingers, throws fireballs that engulf both troopers and instantly frylates them. Looks for more targets.
Rifts TechnoWizard activates Impervious to Fire and Breath Without Air on his body armor, points his gimmicked TV remote in one hand and casts Dispel Magic Barrier on both Troopers, then shoots them with his laser pistol. Looks for more targets.
Rifts Ninja fades out of shadows behind troopers, bisects both of them with her vibro-katana. Looks for more targets.
Rifts Dragon teaches both troopers it's a really bad idea to have a genuine supernatural predator in close quarters to you, totally ####ed off at you that you just spritzed him in the face with a flamethrower. Looks for more targets.
Rifts Ludicrous Mage...well, let's just say what he does to the troopers is ugly, disgusting, and utterly humiliating. He then gathers up the kids and leads them to safety.

Alecia walks in and says "what we are playing "fire games Today?" walks through the fire juggling plasma grenades...
a second Alecia walks through the fire "yawning" quickdraws a Neroni plasma cartridge pistol, and shoots both guards in the face with it.
a 3rd Alecia wanders in points something that looks kind of like a remote control at each of the guards (type 1 phaser )
another Alecia walks up pulls something from behind her back, twists it, tosses it, and waves bye as she disappears with a "transporter flash" right before an enormous explosion occurs as the anti-Starship thermite plasma mine she just armed as a bomb detonates with a blast that can be seen (easily) from orbit.

This last one probably wouldn't be so good for any innocents or friendlies present on the island.

Blaze walks through, balling up the flames in the palm of her hand as goes. Suddenly she sees that their targets include children. She throws the ball of flame at the Imperials, and then adds her own flame blast that blows them through the wall and cripples Julio's flagship.

Just realized there's an even more fitting extradimensional equivalent of Ice Guard:

Izumi Curtis(

missing internal organs.

It's when Izumi, after kicking the asses of a heavily armed patrol of Briggs soldiers on their homeground, then introduces herself as 'just a housewife', leaving the last member of the patrol to state "like, what she said..."...that's SERIOUS confidence.
Not that the Briggs are pushovers themselves. We never actually see them wipe out an army from their hostile neighbors, but we do see the aftermath. Yeah, Ice Guard would get along just fine with them.

any group which can kick the ass of a Homunculous on short notice WITHOUT alchemy is pretty good.
and the Promised Day battle really gets to show them off.. (though in that case they were synergysing with the Eastern Army.. the other group of badasses..)
though i suspect that Major General Olivier Mira Armstrong would end up taking command of the Ice Guard should they have a crossover.. she's just that charismatic and effective..

They also smuggle a TANK into the heavily-guarded capitol city. That's pretty damned good.
And Major General Olivier Mira Armstrong is more than just charismatic and effective; she's a cold steel-spined bytch-goddess who assumed the quality of 'overt ambition to CONTROL' that nobody else in the extremely scary Armstrong family had claimed(really, the whole CLAN'S scary-talented; don't tell me Father and Mother didn't know their kids were up to SOMETHING fighting over control of the house; the parents even had a fall-back position planned to get them out of the capitol so the elder kids would have a clear line of fire for the whatever-was-up without having to worry about family getting in the way)

Though personally I could do without a shirtless guy with the musculature of a Mister Atlas chasing me trying to give me a hug....
Though, admittedly, having the State Alchemists on Arzenal Island during the Imperial Invasion would be a mixed blessing.
On one hand, Roy Mustang setting fire to a kill-squad of Mana-users is a thing of certain horrible beauty. On the other hand, given the guy's stated preference(you can take it with a grain of salt, whether he's serious about it or just playing the lecherous goof) for mini-skirts, do you really want him running loose on an island of women where the mini-skirt is virtually standard uniform?
Of course, in a FMA/Cross Ange xover, there will, inevitably, be an instance when some Mana-user(possibly Julio himself) will make some crack about the 'titch'.
Cue the sound of multiple kneecaps being ripped off...
