that could work too, but I was considering just how far the tech nerds of the UEG would take standard Rifts equipment. Like, say, a particle beam pistol that does 5D6 mega-damage? Seriously, how far would the Robotechnicians take something like that?

It could've been a bit different. The original game where Darkraven was rifted to Robotech was in the middle of a battle between NGR and Gargoyle forces. Can you imagine the technological difference just from having NGR gear and Rifts Operators appearing about 3 months after the SDF-1 folded out to Pluto? A few hundred NGR troops of mixed types, all their field gear (with some vehicles) and field repair and service personnel? Add to that the various Gargoyles (only the Air Warlocks and the few in sealed armor survived; they rifted into Lunar orbit when the ARMD platform yo-yo'd back) with their lores and knowledges?
Now extrapolate the UEG's technological advantages when they suddenly have access to the fruits of three centuries worth of weapons and armor R&D.

Get access to Three Galaxies common domain tech...I once added a CG drive to an AJACS, High Intensity Lasers, and some basic fighter-grade shields....you're blowing raspberries at the Bioroids as you blow through them....

Depends. You'd have to look at the Three Galaxies or the higher end space opera settings(and Phaseworld is effectively it for Palladium), but we see very little of their full array of weaponry, only the standard issue stuff like HI Lasers and G-guns.
And Rifts has, as you noted, the advantage of several centuries of development...or rather, they started out with an already advanced base with the Golden Age...and NEMA was already ahead of the Southern Cross at least with regards to power armor, bpdy armor, and personal energy weaponry. The Rifts killed off most of the Earth's population, but pressurized research in those few enclaves where technology was preserved, and has been on a gradual climb back up to where things are now.
Robotech Earth at the time of the Southern Cross has had a similar problem....the Rain of Death killed off most of the population and crimped R&D programs. Even so, with a lot of reverse engineering, they've managed to get tp where they are after 10-15 years...although arguably they weren't fighting demons and monsters all the time, so they could work fairly undisturbed. Still, even though they're still a global civilization, the UEG still has the problem of too little geniuses and too many problems to fix.
On the SpaceBattles forums, there's a NuBSG/AU RT fanfic called Reunion in Fire where a Zentraedi-led UEG exploration fleet interrupts the Cylon version of the Rain of Death, greatly curtailing its extent and preserving the Colonies as habitable and organized. It doesn't take long for both the UEG and the Colonials to realize though, that the Earth's still pushing on technologies they'd adapted from the Zentraedi/Tirolian techbase, advanced as it is, while the 12 Colonies still have TWELVE HEAVILY POPULATED PLANETS and a still fairly intact R&D network with most of their geniuses, sub-genuises, and attendant swarms of nut-tighteners and bottlewashers to do all the scutwork of slogging through trial and error engineering. THe UEG realizes that the Colonials, with accrss to the same starting techbase, on top of what they already have(the Zentraedi admiral admits the Terrans sucked at space combat, while the Colonials are as good at it as the Zentraedi) as the UEG, might be their ace in the hole. Give an establishment like THAT access to Rifts Earth tech for a few years,and they might just bring it up to 3G levels faster than the UEG with its smaller numbers of people that it can throw at the effort.
Of course, using the Three Galaxies as the top benchmark also has its problems that it's apparent that most advancements tend to be incremental improvements in technologies that are reaching their physical limits, and that the big leaps are few and far between. Most societies develop their tech, then hit the brick wall and the tech remains fairly stagnant, until pretty much everybody is using HI lasers or g-weapons.
The big advantage that I see the UEG having is that grail, PROTOCULTURE. How efficient later weapons like the Gallant are at utilizing the available energy of a given amount of protoulture is unknown; the Gallant might be grossly inefficient at tapping the full potential capacity there. They MIGHT be able to squeeze even more umphf out of that 5d6 MD PBP, or they might hit a brickwall of being only able to amp it to 6d6 or 1d6x10 MD.

This sounds like an idea that you should really devote your own thread to, take the time to fill in the blanks in your own storyline, proofread and spellcheck your work, and post as your own AU take on a Robotech campaign. In short, invest some serious time and effort and write your own story based around the Arismal that you can wholly claim as your own.

The truth is; Dana and Minmei were just setting Senor @$$hoyle up for a major fall.
It was Girls' Night Out, an opportunity to vent, with chainsaws(especially after Harley Quinn, Pioson Ivy, and Motoko Kusanagi hooked up with them that evening). Onlookers couldn't decide if they were trying to be a new version of the Four Horsemen('The Five Ladies of the Neo-Apocalypse') or not, but were just grateful that they seemed to focus their lethal attentions on just one guy(or a whole bunch of guys all with the same features...not everybody knew Mr. Embryo's backstory). To say they painted the town red was something of an understatement....not since the days when Evangelion takedowns flooded the streets with Angel blood/LCL has such graphic deluge been seen.
Admittedly, Ms. Ivy was more concerned with the fact that Mr. E. M. Bryo involved PLANTS in an attempted act of rape more than anything else. Harley just wanted to hang with anime characters and see if the whole 'haul a ten ton hammer out of nowhere' really was true. And the Major? Apparently she really didn't like that particular 'ghost in the machine'.
Didn't really matter in the end, save that Mr. Bryo kept taking it in the end as he tried to flee, after every time they tracked him down after his last death.
For their part, the Classic Greek Furies gave the five girls high marks for a first effort.
