Levitation is not anti-gravity. I view it as using psychic energy to lift the aura of a person (or object), which happens to lift them. Even if it WAS anti-gravity, simply tell him that TK works on mass, not weight.

I can get pushed around by a strong wind, and I weigh 25 stone. The reason I'm not pushed far is I've got friction with the ground and can brace myself.

So, he's looking to substitute strength for going really slow? I think I'd let him get away with it; it's clever, and it will eat ISP like Tic-Tacs at a Smoker's Anonymous meeting.

levitation only moves the object up and down.(not Anti-Gravity, nor Counter Gravity)
if you look at TK to be able to apply a push to the side the you could using the two Spells to "fly", with only a say 100 lb. push sideways. Not saying it would be 'fast', but you would 'move'.
if you look at the TK having to act on the whole mass, then you'd need the Sup-TK to move a 100 lb.+ mass.
Not going to get into a physics discussion, that would take up too much of my time.

The thing is, TK doesn't produce 20 lbs of force when it lifts and throws a 20 lb object.
It doesn't work like normal physics.

But in the realm of house rules, it's what your GM says.
Thou there is the physical psi power TK-push, which has a PS rating.

Also doesn't say you can't use it on self to like fly somewhere or Him I just cazy.
