It is easy, if it a psi attack then they add in any ME psi bonus to the saving roll.

If the power says to add in the ME bonus to the saving roll then add it in. If not, don't.

There are other bonuses vs Mind Control, those are added on top of of any other relevant bonuses.

Mind control can also refer to certain spells, as well as certain super powers. I could see the ME bonus being added to saves against these, as well, since the ME stat can be taken as a measure of willpower.
