page 23 says all zombies within 300 ft of a kill feed on the ppe of a kill
so if you got outside the 300ft range i think a person would just die
and not rise again under the rules in the book since no zombie was
present to drain the ppe

I would THINK that the Zombies would still devoure his PPE and I would ASSUME he would then rise as one of them. UNLESS I could really destroy his brain. Any thoughts? I just know it will come up.
The book says that the victim MUST be killed by a zombie to rise as one UNLESS the victim is a Half-Living (special case with them).
So I would say that if you killed your buddy before the zeds could he would be dead permanent, though his PPE would still be doubled AND consumed by the zeds in the immediate area.
With a Half-Living the book indicates that death by ANY means results in their returning as full blown zombies, my small change to the book is that if the head/brains were splattered in the process then even a Half-Living would stay down since zombies can't function without a head.
