I've always given creatures with a natural (or instant) teleportation ability the option of attempting to use it as a dodge.
Of course, with dragons there was that percentage chance of failure.
I'm not sure if I'd let it happen with 4 incoming short-range missiles or not.

yes, when they have instant t-port. any bonuses would be found ether in the HTH section of the main book or import them from HU.
Four (or more) missiles, yes, a t-port dodge would be able to avoid them all when t-porting more then 90+ degrees off bore from their warheads.

If it's one missile, 2 missiles, 4 or 80, what's the diff if you're teleporting? It's not like you're physically leaping or rolling away from one and then move smack dab into another one.

Sounds good...but that's very powerful and if used smartly, it totally changes the battlefield. I certainly would
at least make it cost an action/attack and I would require them to T-port to a location line of sight when doing it as Dodge action.

Personally, I differentiate between a true volley "X missiles shot from the same source with the same action" and just a bunch of missiles shot at the same target in the same round.
For me, you either avoid the Volley or you don't...and then we deal with where the Volley actually hit and the area effect of those missiles.
In the case of multiple missiles that are not a true Volley, then I have no problem with multiple dodges up to the number of missiles...but with a T-port Dodge, the Dragon should be far from the kill zone after the first shot in his direction.
