My group house-ruled that it always did max damage, and anything other than a natural 1 hits. I forget exactly what the offical rules are, but I know one of them says point-blank range is anything under 10 ft.

i would only use those rules if the attack was from a railgun or something with an actual projectile being fired from the weapon.

It's 5 or better and I have a friend who trains SWAT teams and you would not belive how many times Cops and crooks have emptied the magazine point blank at each other and hit nothing but air.

There was a video of a guy trying to kill a lawyer a few years ago. There was a tree (not that large of one too) between them, the shooter emptied the clip, and the lawyer was hit a few times, but none were serious.

I think your refering to the Point Blank rules found in Villains Unlimited. It says point blank is
10 feet (3 m) or less. Damage from a point blank is full S.D.C. damage and 1/2 hit point
damage. It also offers a roll on a table for side effects. Point blanks to head and heart have
tables of their own as well (page 16-17). In a MDC world, I'm not entirely sure how to do
point blank. I mean its just going to have way to many opinions on the subject matter.
Someone with character that starts off with say 3 M.D.C is going have a different reaction to
taking a point blank attack then something with say 200 M.D.C. The best thing I can suggest
is it does double damage with some kind of penalty (use various tables for side effect).

There are optional Point Blank Range rules in Rifts GMG (pg 26).
