For me it is 1 or 2 depending on the city: arms tolerance level, security level, etc.

I run Rifts as post-apocalyptic so most of what's written as canon exists as rumor, propaganda and mis-information in my game.
In areas where weapons trade is illegal, then you had better be outside the influence of the law before making any kind of purchase. That means going beyond the range of patrols. And you can be sure everyone arrives heavily armed.
In areas where the local make money off of weapons trade, but local authorities do not allow people to carry pocket howitzers, then business is done in town and deliveries are made at the gate when you leave.
This is how many Duty Free shops work at airports. When I buy booze in Mexico, I buy it in the Duty Free stop and my crates are delivered to the gate where I approve them and they are stored aboard the plane. I don't actually get to touch my purchases until the pass customs.

Yea if arms sales are allowed it must be 2; although escorting is not necessary, they just go there at the appointed time to get their purchase.
