Diamonds and sapphires, garnets and onyxs, opals and black garnets, with the black garnets being the non-optional one
other physical components would be gold, platinum, palladium, aluminum. A block of MDC steel as a consumed spell component.

Try Psylite, it can be substituted for any gem in any TW item. The psionic crystal section in the Phase world book describes the gem.

The gem list in RUE assigns each gem to a set of thematically-linked spells. For spells that aren't on the list, go with a similar spell. For example, Warrior Horde is basically an improved version of Magic Warrior, so it too would require white pearls. Similarly, Blood and Thunder is like an upgrade of Sorcerous Fury, so it would also use red zircons.

Steel Rain causes metal blades to fall from the sky; spells of a similar theme might include Create Steel (which requires black garnets), and Spinning Blades (which requires opals, other than black and fire opals).
