Probably not. I would say that he can learn some knightly skills and the like, and maybe, after many years, learn to make a psi-sword, but it's far more likely that he'll become a Knight-Affiliate... not of the OCC, but of the Knighthood.

I would agree - he can't actually become a cyber-knight (the powers, skills, etc.). He can be a ley line walker with the values of a cyber-knight, live by their code, act and even appear like a cyber-knight (get more combat skills, use light blade, etc.), but I wouldn't let a player dual-class from ley line walker into something like a cyber-knight, because both assume an extensive pre-level 1 training and development of extra-normal abilities over a significant period of time.

Offically he can become a cyber knight. Remember it says quite explicity that you don't need psionics to be a cyber knight.

Greetings and Salutations. I'll start by saying I don't run Rifts, or even play it often. With that said, I would allow it. There are no rules for allowing someone to crossover to a psychic character class (and in some books such as Palladium Fantasy there is a note specifically stating P.C.C. cannot multi-class). Regardless of that fact, the Cyber-Knight is not a P.C.C. It's a Man at Arms. Maybe that's splitting hairs, but even as Nekira pointed out they don't have to be psychics.

If I were the LLW though, I'd probably see if I can find the former master of the deceased Cyber-Knight for training, but more importantly to tell him the tale of what happened (someone should know the sacrifice he made, and the mentor may be similar to family depending on things). Of course, the mentor may require the LLW to go through some sort of test to truly prove he's remorseful and wishes to repent (not just seeking more power through trickery). Those are my thoughts (with explanations). Hope those help. And if anyone finds my facts inaccurate, please let me know (I wouldn't want to give false information). Cyberknight is an OCC. Most psionics are RCC's, and I don't see anything that keeps one OCC from becoming another. If he devotes the time, he could become a cyber-knight.

I would say the key phrase is 'devoting time'. If the player is willing to shelve the character for 2-4 years of game time (not real time) to learn everything needed, then yes. If not, then the player just wants something cool, fast, and the character is not really committed to being a CK.
As a GM, I personally, would not fast-forward the game 2-4 years solely for this. Have that player use a secondary character for the duration. After the primary character becomes a CK, the player can revert back and if the Ck dies, he has a backup character that already has ties to the party.
