option 1) when the char is submitted, tear up the char sheet and tell the player to make another.
option 2) make the opponents smart, high PP, or similar high stat to counter the PC's stats
option 3) have gaubs and gaubs of opponents to overwhelm the PC.
option 4) Stun fields that give the PC penalties.
option 5) invisible opponents or blinded PC
etc...etc....etc...

It's a spell in the Palladium Fantasy main book that doubles your Spd., P.P., and attacks per melee.

A note on the increasing magical attacks. I don't play Rifts that often, but I don't think it's different from PF. You need to speak the incantations to cast the spells, right? That being said, there would be NO increase in spell attacks. Fleet Feet doesn't double how fast you TALK! It would allow the mage to parry or dodge more, yes, but I think when mixed with the use of spell attacks the number of physical actions would diminish. There is also the thought of him not being a man-at-arms, and so does not have auto-parry or auto-dodge (unless he gains them through some martial art), so his extra attacks are going to be nice, but they're going to diminish quickly. And then, once the players realize how powerful he becomes under the influence of that spell, you think their not going to double or triple (or more) team him? Please! This dude wouldn't last ten minutes in one of my games. He'd be the absolute FIRST one my players put down!

I'm not sure what your talking about Gadrin, the GMG says very clearly that bonus's to PP stop at 30. You get bonus's to initiative after that.
