Magic Knowledge Question

What does it mean when an NPC's/RCC's/OCC's knowledge of magic says one of the following:

1 = Knows all magic from levels 1 to X.

2 = Knows all magic.

3 = Knows ALL magic.

IMO, this is how I view it:

1 = This is just the general spells they're talking about, from level 1 to the highest level mentioned in the description. This doesn't include any of the specialist branches unless it specifically says so.

2 = Same as above, only from all levels. Not sure if Spells of Legend should be included though. If a God's description said this, then I'd throw in the SoL, but a mortal might be different.

3 = Exactly what it says, to include any Rifter spells if the GM allows.

What do you guys think?

1. Knows all Spell Invocations from level 1 to XX, and unless specified otherwise, no Specialty branches. Very, very, very common amongst high-powered NPCs, Gods, AIs, Dragons, Demon/Deeval Lords, et al.

2 and 3.Your capitalization of the word "all" means nothing to me, and to me it simply means what is stated: Knows ALL Magic of ALL Types -Rituals, Spells of Legend, Specialty Branches, Techno-Wizardy, Diabolist Circles, and so on.

AFAIK, this appellation applies ONLY to Odin, the Old Ones (no, not Xy-Thoth), and possibly Hecate. I can't think of any other being that comes even close to this, with the POSSIBLE exception of Zurvan (Rifts: Pantheons of the Megaverse).

NOTE: The special wording of "All Magic" implies that if at any time some new form of magic is created anywhere in the Palladium Megaverse, the being/deity with the "know all" power INSTANTLY, magically, picks up that new knowledge as if he had personally studied it.

1) like with the DG & Godling power table in RCB2, the char knows all common magic spells (those found in the main book) with those spell levels.
To have access to specialty magic, like blue flame, chi, elemental A/E/W/F, bard, war, spacial, Temporal/dimensional, shamanic, etc..., they would have to ether choose that specialty to get there spells from or learn that type of magic as an occ.

3&2) they would have the skill principles of magic at 98(100)%

Thoth, a god of magic, doesn't every single and possible spells that they are or might be.
