Very simple: They're actually incredibly powerful if you use them right.
For one, these are ancient, minor old ones. Think about what that means. For one thing they're older than any mortal race in exsistance and will have more magic items laying around than 5 dragon lairs put togeather. If it starts to feel threatened, it will start distributing these to it's minions. Sure vampires naked arn't much threat. Vampires duel-weilding greatest rune swords and Runic brestplate that makes them immune to wood is suddenly a lot harder.
For another, it has ALL circle and ALL ward magic. This means their layer will be coated in circles to make life hard for them. a circle of control and if it has anyone's true name allows it to send one party member aginst the rest. It can summon up leigions of undead easially, it can kill from a thousand miles away. It can summon /high level/ greater demons to serve it. Levels are important for demons. a level 1 demon isn't that strong, a level 16 demon loctus is quite another matter.
For Wards, the Death ward deals damage direct to HP if the TW Glitter Boy touches something. it can kill him right through the suit without ever having to attack him. For Dragon, sitting in a power matrix with a protection circle aginst magic will stop All of them from approaching it.
It can cast Armor of Ithan on itself, rendering wood and silver based weapons tottally useless.
Finnally, it has access to all Prototypical Deific Powers in a pinch, so it can if it wants to just start laying out 1d4*100 MD Hellfire Blasts that do double damage to the godling and Banish the Undead Slayer back to whatever dimension the atlantean was born in, although the player might be unhappy because he then couldn't return to rifts earth for 2d4*100 years. If it knows they're coming and they're outside, it can create a giant storm and start sending down 1d6*100 MD lightning bolts at them from where they can't retaliate.
Oh, they also have the Domination spell, fail save, the PC becomes their mindless slave. Very useful.
Honestly, Vampire Intelligences are more powerful than most GODS. Use them right and that party dosn't have a chance in hell.
