I'd allow both AMCs to function fairly normally (though the second's would be at half duration). The wizards are now reduced to slap-fighting and pulling hair.

It's not simple because if the second mage makes his save he can still cast spells, they are just at half power. But that being said would the stronger cloud overpower the second cloud then?
Besides, wouldn't it be fun to see two mages go at it like two wimps go at it.
