That is what i thought but if you look in some of the books and for example no HTH they get 2 extra non-combat actions and if they got those with what you described then they would just get 2 actions right?

If your character doesn't have a Hand to Hand skill, they get one combat action pluss two non-combat actions at first level, if I remember correctly.

Not sure what you're asking here.

Ok lets see if i can be more clear...lets say somebody has 4 attacks per round. now how many actions can they take i.e run over somewhere, help somebody up, take cover, reload their weapon, etc. now for example somebody without a HTH has lets say 3 non-combat actions (i take that as doing what i just listed). i think i might have made this more confusing...

I see what you mean.
Your confused because someone with no combat hand to hand has 2 non-combat actions.
But here's the thing: they have a total of 3 actions per turn, but can only use one of them to actually attack.
if you have a hand to hand form, then you can use all of them to attack, but you don't have to, and you can do other things on your turn instead of attack.
that make sense?
So having more non-combat actions than attacks for no hand to hand is not a feature of choosing not to attack, rahter it's a limitation on what they can do with their turns.

i see what you are saying and it is kind of what i surmised today when i was re-reading the no hand to hand skill. i just dont like it at all...so i think i will just allow somebody with a hand to hand skill be able to move and attack essentially take a non-combat action and an action all in one turn where-as somebody without gets charged for all actions they take.

Not a very good idea if everone can draw and attack in the same turn. or reload and shoot in the same turn. it also nerfs the gunfighter/slinger's ability to draw and shoot in one action.

ok i do agree with you about that but what exactly would dictate using an action/attack? would say turning around since the crazy just jump over you and is now behind you? most of the time i just kinda go with the flow of combat but i just want a more solid answer.

There is no solid answer.
But if it helps, you can often perform more than one action at once, depending on what the actions are.
You can run at an opponent, for example, while firing your gun.
You're running, which is an action by itself.
You're shooting, which is an action by itself.
But since there's no logical reason why a person couldn't do both at the same time in real life (albeit with a penalty- firing Wild, in game terms), there's no reason why somebody can't do it in the game.

Thrain13 wrote:Uh.... Hi,
I don't know if this is what your looking for, but for reference;
In my copy of Rifts Ultimate Edition (3rd Printing July, 2008), on page 347, under H-H skills it says:
Characters w/ no H-H skills get 1 Attack/Action & 2 Non-Attack/Actions per round at Level 1. (non-att/actions shown as basically, not dealing damage, I would say)
Level 3: +1 Attack +1 non-Attack (+1 Dodge)
Level 6: +2 non-Attack
And they wait till now to say this;
Level 9: +1 Attack for a Total of 3 Attack/Actions per Melee Round
+1 non-Attack for a Total of 6 non-Attack/Actions
(Each Attack Counts as 2 non-Attack/Actions for this character)
Any Help?
...lets see here, i get what you are saying as well as everybody else and am basically going to make it work for me. Thanks everybody for all your help!
