Anyone have any ideas how to make a Tattoo Artist & skills this character should have?

Page 87: Survivor Artist: arts and or crafts or Page 90 Criminal: Thug/gang banger if you are looking for someone who learned his trade on the inside.
To be a tattoo artist all you really need is the technical skill: "art", its a technical skill meaning you can take it as any kind of skill and generally speaking if you can make tattoos inside of a prison you can make them in post apocalyptic earth.
