Conversion of Palladium OCC's and races between worlds of palladium is perfectly acceptable, in fact conversions of things like Palladium Fantasy characters to rifts or vice versa is one of the major topics of discussion here. Rifts Conversion book has handy rules for doing just that.

When it comes to the brain case for a light cyborg, or Cyber-Humanoid, character in a s.d.c. setting what is a reasonable number of points that a head or "brain case" should have? I hardly think it reasonable for 1 round of an s.d.c. pistol to insta-gib my players, so I was thinking of having the "brain case" be a round 1 m.d.c, one of the few m.d.c things in my s.d.c. world. This would cause nothing short of a catastrophic disaster capable of immediately killing my "elite military cyborg" players from the Rifts: Bionic Sourcebook, such as a grenade going off next to them, or an RPG hitting them dead on. Is this unreasonable to protect the brain so much, and are there things I could look to for inspiration source book wise? I don't want them to be discouraged but I don't want them to become complacent and think themselves invincible.

There's a mention in the Rifts Main Book about most Cyborgs brains being stored in the chest cavity and not the head. If so, then you have to deplete the ENTIRE main body SDC before you can even get at the brain case.

also, in Heros Unlimited, it does say there are certain materials that "just can't be harmed with ordinary weapons", so your ruling is a valid one.

Although the problem is that just begs the question: Why didn't they just make the ENTIRE cyborg out of that material, then?

I think it neglected to give a cost because the proceedure is listed as "experimental". which likely means it costs in the tens of millions, but is largely irrelevant because there's always some Sponsor who foots the bill.
